The gfa rule 39 (5) stipulates that if Berekum Chelsea did not file against Kotoko because they won their game against them, Hearts cannot step in and file against Kotoko as Obed Owusu technically has served his one game suspension.

If the accumulated cards before playing Chelsea is 3, then after playing Chelsea if he gets another card in the next match, the count is 1 not 4 because he served the 1 match by playing Chelsea.
Hearts has no case at all.

The writer admits that an offense was committed, and whether it's Chelsea or hearts that benefited/ filed the complaint, Kotoko will still end up in the same position...maybe 14th rather 15th with one point above Hearts. I think what the writer needs to ask is what's the statute of limitation on fielding an offending player?

Now until the player in question serves the suspension he is always regarded as unqualified
So now that the club has been punished for fielding an unqualified player after hearts protested the suspension is over and no other club can file for a protest against Obed Owusu and Kotoko. That is the rule and its the same with CAF and FIFA.
The only contention over here is to do with the Elite Cup.
Kotoko must learn the rules there was a particular season when this same Kotoko fielded an unqualified player for 8 games they were only lucky no body protested.
I am in this current case Hearts will not have protested if they were in a good position.
Its unfortunate but anybody in the shoes of Hearts would have the same.

You just have to stop mentioning Brekum Chelsea, Ashgold and other matches because that's not helping and it's an accumulation of offences. The league allowed a team to sign up 23 players. I think you have to make rulings available for every player to read in your dressing room before making your selection for every game because other teams keeps track of record and and Almighty GFA have the original copy of all the bookings of what happened on the field.

Unfortunately, the GFA has just in the last few days removed the Elite Cup from their website. However, one can research by "google search". Kwesi Nyantakyi himself declared it as one of the official competitions.
The more I research this, the more convinced I am becoming that the ruling will be overturned by the Appeals Committee.

If the accumulated cards before playing Chelsea is 3, then after playing Chelsea if he gets another card in the next match, the count is 1 not 4 because he served the 1 match by playing Chelsea.
