Imagine a tenant owing 2 months rent, with promises every month to settle all arrears. The landlord can't automatically throw out this tenant. Another month's rent piles up; no payment! Now the landlord has to go to our Rent Control office, pay various "filing" fees and "TIPS" in order just to be DIRECTED to a RENT COURT, where after more "filing" fees and "TIPS", the court GRANTS this fleecing tenant another three months to vacate premises. So our antiquated rent controls actually sanctions OVER 6 MONTHS of NON-PAYMENT of rent before POSSIBLE eviction. WHERE IN THE "CIVILIZED" WORLD CAN THIS HAPPEN? In fact some renters (including Nigerians) in Ghana take advantage of this our archaic "humanitarian" law to ROB landlords.
