Though a good idea, except as usual being messed up later by corrupt politicians, I guess it would be very difficult to come up with selection CRITERIA in Ghana which wouldn't cover more than 5 million.

Though a good idea, except as usual being messed up later by corrupt politicians, I guess it would be very difficult to come up with selection CRITERIA in Ghana which wouldn't cover more than 5 million.
WHY?? Because nearly every household in the rural and much of urban areas have people without much income.
Even in the United States here, the United Kingdom and Germany, with high levels of computer technology, have huge problems providing these "safety net" programs—because of MASSIVE FRAUD and ABUSE!! In some cases people who badly need the assistance are denied, while those ineligible are approved—but it works for millions of needy families.
So, in Ghana, I've three main questions:
1) In which districts are the beneficiaries of the program selected (in NDC strongholds or randomly selected?)
2) What criteria (eligibility factors) are used to select beneficiaries? And
3) Are these payments monthly or yearly? (well, I guess yearly because I don't think Ghana can afford this monthly).
