    Nonsense. Every house must have its own toilets. Toilets at vantage points are supposed to be for strangers/passerby who don't live in the community. This is the duty of municipal and district authorities. DCE needs education ...

    DCE should rather enforce the inclusion of toilet and bathing in every house hold. Over the years political parties have using public toilets as campaign tool so there is no will to enforce this law.
