IN PPP THERE IS THE INVESTOR WHO BRINGS IN THE BULK OF FUNDING AND THEN THE OWNER WHO WILL MANAGE AND REIMBURSE THE PRIVATE PARTNER. LET US USE THIS AS AN EXAMPLE. THE PARTNERS INVEST AND ONE IS THE OWNER OF THE BUILDINGS. THE PRIVATE PARTNER COLLECTS OR OBLIGATED TO GET HIS/HER CONTRIBUTION FIRST IN LINE. THE OWNER IS LEFT TO MANAGE THE PROJECTS. DURING THE COURSE OF THE CONSTRUCTION, THE CONTRACTORS INFLATED THE COST, USED INFERIOR MATERIALS AND CUT CORNERS AND PROVIDED SHODDY WORKS. DURING THE IMPLEMENTATION, THE OWNER STARTED TO BE HAVING TO SPEND MOST OF HIS PROFITS IF ANY IN REPAIRS DUE TO THE CONTRACTORS SHODDY WORKS. WHAT I AM TRYING TO WARN HERE IS THAT THE OWNERS IN THIS CASE THE ASSEMBLYS MUST BE VIGILANT TO ENSURE THE WHOLE PROJECT IS SCRUTINIZED SO THAT THE PARTNER DOES NOT SEND THEM TO THE CLEANERS BY MAKING SURE TO READ THE AGREEMENT WITH A MAGNIFYING GLASS SO THAT THEY ARE NOT LEFT WITH A BUCKET WITH HOLES IN IT. THEY THE ASSEMBLYS MUST READ THE CONTRACTS AND CLOSE ALL LOOPHOLES THAT WILL IN THE FUTURE GIVE THEM PROBLEMS. THIS OBSERVATION COMES FROM DEVELOPED COUNTRIES THAT HAD YEARS OF PPP TO THEIR CREDITS. THE CONCEPT IS IDEAL ON PAPER BUT THE DEVIL IS IN THE IMPLEMENTATION.

How come up till now there are little public toilets with hand washing basin. What do you expect the toruist to do come and pee in the gutters? AStart this exercise first before you move other initiatives.
