University College London, Imperial College, King's College and LSE (to mention a few)are all in the centre of London with some horrible motor traffic 24hrs a day. Yet they are top 20 universities in the world. The world is growing and so should UG. It can no longer cocoon itself from the goings on around it. Gone are the days when all students were resident and have university buses to cart them to town etc. Now there are a good percentage of students with cars. Legon is now surrounded by built up areas. There was no East or West Legon. Okponglo was only a little village. Just accept things have change and adapt for example by improving on the lecture halls by the road side by sound proofing or fencing . Things will never remain the same for guys. If anything at all, it will get worse so the earlier you learn to live with your neighbours the better.

I did not read a single phrase in this stone-faced rationalisation for an obvious garbage can decision. If anything at all, I read enough to buttress my opposition to this blanket, unilateral move by the univ. authorities to restrict access to the univ roads by blocking roads and imposing charges to boot! And I do not buy into their new claims, an after thought, for doing so, after the inept and clueless Mahama govt had belatedly agreed to pay for that loan.
1. Vehicles can be restricted from driving on roads near lectures halls and residential areas except they need to drive to those areas. Here in London, some lecture halls are directly by busy major roads but I have never heard anyone complained about vehicles disrupting teaching or posing danger to property and lives. Univ. of Bergen in Noway, one of the univs I attended in Norway, is criss-crossed by roads opened to the public to drive through. No one complains. Ramps and other speed reducing measures are in place to check over-speeding. Why not at Legon? Zebra crossings and traffic lights for pedestrian crossing points as we see here in London? We can even introduce the unique Lollypop Woman near the Univ Primary, helping kids and parents to cross!
2. The sticker is just the re-introduction of the toll in disguise. 400 cedis per annum works out to approx. £94. That's exorbitant. Stickers should only be introduced for staff and students for security reasons, for a minimal fee to cover parking too. This shld allow them to drive freely in and out campus and around with minimal checking by campus guards unlike for others without stickers.
3. In assoc. with the Min. of Transport, parking spaces to be provided at safe distances from lecture halls. Staff, students and visitors alike shall be expected to park there and either walk to lectures or join the campus buses to the lecture halls. Appropriate fees shall be charged for the use of the parking facilities by those without stickers. Drivers parking at unapproved places on the roads shall be slapped with a fine. A portion of the realised money shall be put aside for maintaining the univ roads and rest goes to govt chest.
I can go on and on with why this sticker brain wave is flawed and alternative ways to solve the "problem" and bring sanity to Legon but since "they no get sense" anyway, I don't want to waste my time further. I might write a full article though, drawing on what I wrote in my Opening the Rural Areas about how rural roads can be built by the District Authorities by raising funds through loans themselves.

Which is a sensible thing to do. UG broke off this line of useful communication with the ministry. Why? It is nothing more than bigotry and arrogance on the part of UG. I am really disappointed by certain sections of the university's statement. For example, "following the new increase in traffic after the suspension of user charges, members of the University community petitioned Management by emails on the need to place new restrictions on the entry of vehicles into the campus". The question is how many e-mail petitions were received and were they many enough to form the basis of a major policy decision by a premier university?
From the statement, it is abundantly clear that the decision was not well thought through, consultation was poor; implementation was rushed and plans such as arrangements for shuttle buses were incomplete and consideration was not given to commercial transport operators that were patronised by students and some university workers.
I am still not persuaded and I see this policy as the university showing the government, especially, the National Security Coordinator "where power lies". I do not buy the idea of heavy traffic disturbing academic work because as Jojo indicated, I also studied at LSE and despite the university being in some of the most busiest roads in London with thousands of pedestrians and tourists, academic work goes on unhindered. The same is true for Cambridge University and many other universities across UK.

Why should the University of Ghana allow a free and unscruitinized access to its property in any shape or form to people it has no business dealings with? Which of the public institutions would allow such thoroughfare on their property? Why doesn't the minister look for something better to do for the job she been paid for by the state to do: like address the problem of almost quarter of pupil finishing J.S.S without being able to read or write English; our national language? Or better still, why doesn't she build us a better future by stopping child labour by ensuring that all children of school going age are in the classroom when school is in section rather than selling pure water by the roadside?
