Children thrive in families. The governtment should endeavour to encourage community groups particularly churches whose core resposibility also includes looking after vulnerable children to support the efforts of this organisation that is directly addressing the outlined issues.
Research has shown that better outcomes are achieved when children with complex psychological issues are brought up in stable family units. In my opinion i would urge the govt to enocourage fostering programmes where children are in a family unit and they learn to be part of the community and become better citizens.
Money should be invested to support and educate the host family to ensure that they meet the positive outcomes desired for the young person.
Our society has great examples of this model. We have seen grandmothers, aunties , sisters uncles, brothers etc taking resposibilities for children whose parents are not able to raise them for various reasons. The stability that these arrangements bring to the child are inmeasurable when the wellbeing of the child is at the center. But we know examples were these arrangement cause damage to a child in the wrong hands. That is another story.
The staff comment that the provision of computers and payment of night allowance will help, is rather unfortunate. We know money is a motivater but it came across rather unprofessional as though this institution is not child centered. children need stable reliable connections to become stable and trusting. This leads to better outcomes for the child.
As for the children running away, the organisation must examine why the e children are running away from the premises. Efforts should be made to make the evironment safe and the staff attitude should be one that puts the child first and promoting their wellbeing must be paramount, and computers wont do this:)? Any child would like to stay in an environment that is secure and loving. Not punitive. Lets focus on the best outcomes for our children.
The night allowance?.... why are the children not sleeping during the night? May be you should look at occupying them with actvities that challenge them during the day both mentally and physically. Please get your priorities in line with understanding childrens needs at diferent stages of their lives. You may find that you need very few night staff when you put the childrens needs first.
The bottomline is that we should thrive to keep our children in the community not in institutions.
Its a child life; one day they will become adults. We ve been there before. Its not rocket science!
