I have no doubt at all that Prof Samuel obed is a man of integrity and honesty. This is somebody who is God fearing with a tender heart always fighting for the course of humanity.Nevertheless the undeniable fact is that the O and G department was previously headed by crust criminals and notorious thieves like Prof Yao Kwaukume who chopped and collapsed the department to its knees.Even so-called Reverend Ministers like Prof Nkyerkyer were part of the corruption syndicate headed by Kwaukume who mercilessly fleeced the O and G department dry.You certainly cannot talk about a sustainable IGF considering the pervasive corruption often leading to open confrontation among powers in that department. This was exactly why Kwaukume had torrid time with prof Frimpong Boateng.Prof Obed was bound to inherit a collapsed department and have indeed inherited it.That apart, it brings into question whether Korle bu should remain an autonomous organization and the effectiveness of the NHIS in sustaining it.In my view Korle bu Teaching hospital can only be truly autonomous through an efficient, incorruptible and selfless management. It is certainly a disaster in the waiting to be heavily reliant on a collapsing NHIS bedeviled with corruption and service induced moral hazards that brings its sustainability to serious scrutiny. It is even more calamitous to envisage joining Korle bu to the defunct and perilous GHS already suffocating and collapsing under the weight of corruption and mismanagement.Add Korle bu to GHS and it will simply crumble on its knees.Critical thinking and innovation by a selfless management to improve its IGF is the only way to guarantee operational independence devoid of NHIS shackles.

This is not the first time an important Teaching hospital like korle bu is calling for help.Korle bu is always at the mercy of benevolent organizations whiles the Ministry of Health indulge in irrational fiscal mismanagement. What is the point in a Director at MOH owing 2 or 3 land Cruisers and other expensive saloon cars at the expense of the tax payer? They earn exorbitant allowances for no or little work done.Government must critically plan and implement measures to ensure fiscal discipline and management at the MOH.Nothing should prevent the Ministry of Health have an emergency fund to support teaching hospitals and other relevant health institutions in time of crisis and dire need.IMANI report indirectly lay bare the fiscal mismanagement at the Ministry for luxury and comfort at the expense of investment in health service delivery.
