The best solution is education and personal hygiene suppose to be taught in schools and public, as part of public education .rather than politics all over the ratio, that do not benefits the populace.

Most bacteria are picked up on door nobs and touching all kinds of objects from meat to wood.
Our hands were biologically designed for that ( picking and touching)and our immune system to protect us from bacteria.

What we don't pick from handshake, we will definitely pick from somewhere else. Do we stop using our hands to cook, clean, write, name it.
Stop using or exchanging money.
Just get yourself some gel and constant hand wash and leave the immune system to do the rest.

I remember meeting a young man sitting quietly on a fence wall of a huge church compound in Khartoum, Sudan. Being aware of possible language difference I extended my right hand to shake in greeting. The young man hesitated, looked at me very sheepishly and reluctantly extended his hand too. I realized he was suffering from leprosy with obvious weeping wounds... Uuuh, I couldn't retreat, but had to complete the action/gesture I had initiated. Searching for water immediately after to wash my hands was quite a problem but got to one eventually. Hand shakes are not always best way to show affection.
