Has the exchange rate fluctuated so much within a one month period? How can these figures be reconciled?

If the figures as reported are correct and the exchange rate remained stable within the month in question then victim number 1 and victim number 4 must be daft enough to have accepted the deal in the first place.

Something is fishy on the exchange rate. The bigger amounts in GHC are having lower exchange rate whiles the small amount in the same GHC are having higher exchange rate. Lord have mercy hahahahaha

The Police also need to investigate from what sources the victims earned these monies, and if applicable VAT have been paid (if they are in legal business)

This is a case of 'dog eat dog'. The so-called victims should be questioned as to how they came by this large amount of money. They either got their monies through 419K, robbery or other dubious means. They should have deposited these monies in the banks but probably because of the dubious nature of the monies they decided to let their accomplice in crime change it for them so that the whole thing would be covered. The Police should question them about the type of work they do in Ghana to earn such huge sums of money. These individuals may be in the business of money laundering. The Police should not be myopic but rather cast their investigations wider. They may end up with a big find.
