    there are national security officials who are land guards themselves and there ministers of state who are engaged in the double sales of lands. the country is run by criminals

    Please all you need to do is to declare the activities and existence of land guards illegal and criminal and ask the public to report anywhere they operate.
    Because I feel they believe they are undertaking a lawful duty.

    How can the land guards be undertaking a lawful duty by deliberately injuring innocent government employees performing their official duty. They know very well what they are doing is criminal and they take delight in it.
