Can Ghana do the same when they caught someone in their dragnet that way? I doubt the too known Ghanaians would let them go that quickly without elaborate posturing.

I think you have been out for some time now. At least the last time I went home, I haven´t seen a shadow of GPS in Accra, Tema, or Kumasi! May be things have changed in few days or within a year or two.
