First off, prisons were not in any African kingdom prior to 1884 when the pale one scrambled for our land to commit murder and high crimes, but there were ways we dealt with murderers and criminals.
Building a place to keep criminals was not part of our rulership for thousands of years and doing it for a hundred years can not be that easy in comparison to what we knew how to do best. The ratio do not support it but our "educated fools" do not put all these into consideration. When you're good at doing something so good for thousands of years, you do not throw then away that easily for a new one, especially when you're dealing with millions of people and cultures which the people had come to believed in and respect?
The British at the time in the Gold Coast were themselves just experimenting a lot of social managements and therefore left us many primitive social experimentations, be it town planing or social planning. The more wealth they had extracted from us gave them the insight to improve on many other things back in England but they could not come back to shows anything to us, and we ourselves had stuck in gear.
We never had anything in our justice delivery system as " first time offenders" simply because we did not have a simple data collecting system. The English and other Europeans were able to reach this easily NOT because they'd smarter, but rather they came to this realization to commit some low crime offenders to public services like cleaning gutters and highways when they became wealthier on Africa's stupidity to allow them to dictate trade between us that benefits them tremendously. Meanwhile we became so stiff in one position that our minds could not reason well that a low crime offender should not be in prison if an elderly wisdom could save him with some purnishment. These were things our elders in the days of old would done easily thru deliberation. They most time send you out of the town limit until some time to return home.
IT SO PAINFUL TO SEE HOW OUR EDUCATED PEOPLE HAD CEASED TO REASON OUTSIDE THE COLONIAL EXPERIMENTAL EDUCATION THEY'D RECEIVED FROM THE BRITS.

The Chief Justice of Ghana is very unpatriotic for blocking the decentralization of Legal Education. Her stubborn stance has led to many Ghanaians not knowing their rights as enshrined in our law books and, for that reason, a lot of foreign entities have fleeced Ghanaians and many of our compatriots are unaware of it.
I am one person who, through my single efforts, has been able to protect many Ghanaians from being cheated by the Telcos through short codes 1733 and 1303. Any Ghanaian who receives messages from these short codes has automatically been short-changed. It happened to me on some few occasions and when I protested and asked for a refund, I was able to get GHC7.55 back - to my surprise. Imagine some 5million subscribers of that telco being deducted this amount monthly. You can now see how the Telcos are making cheap money and repatriating it back to their countries all because majority of Ghanaians don't know law. Later when I checked those behind this dubious deal I was told the company's name is MTech and almost all the directors are from Eastern Nigeria. Initially when I started the fight, NCA personnel did everything to frustrate me but because I had sound knowledge in Global Corporate and Business Law, I was able to trap them after which they had no option than to divulge sensitive information to me. How was I able to acquire the knowledge to salvage Ghanaians? It is because I got the chance to subscribe to a programme by distance learning, at the comfort of my home, even though I had to part ways with some few British Pounds. You see, if the British have made it possible for me to acquire such a wonderful legal knowledge, what prevents our Legal Council from putting measures in place to decentralize Legal Training? My people, I am currently battling a foreign bank in Ghana which is also fleecing their unsuspecting clienteles. I know I am going to win without a lawyer because I have a superior legal knowledge - thanks to the Queen of England who has made this possible.
Well, critics of the decentralized system have argued in favour of quality and my question is; after practicing the current centralized system for decades what have we achieved apart from high court judges taking bribes.

If prison rights will be implemented then jail that Lebanese guy who dipped our beautiful Ghanaian lady's face in the pepper one time. We need to see that prison right for the victim as a nation being implemented one time
