Without Customs being informed of any intelligence operation involving specific containers, how are they to know some containers were under surveillance and not to be moved? If it has happened as alleged then it was because of intelligence failure. Still the owners of those containers can be known and should be called for questioning. This cannot be attributed to NPP government as people are saying.
