Just imagine the huge money involved, even the person in the middle of this issue has said he will pay the money and so I don’t understand why those around him are fighting for him. “A person who does not have the nation at heart has issued dud cheques to an institution which is against the laws of the country. “Our party is in power now and we have the majority hand in parliament and so if the NDC are not comfortable when people are punished for squandering states money then the majority should make a law that will see to it that all those who are against such act and are always talking about political witch hunting are transferred to the Gambaga witch camp because they are all witches and don’t want the country to move forward” he said.

are exposed day in day out without Government taking a decisive action in punishing culprits.The deliberate arson of the CMS to cover evidence of stolen drugs and other consumables worth million of dolars,ghost names and illegal payments amounting to over 9 million Gh.C and the current auction scandal are just a few.Indeed the corruption and rot in GHS is an open secret to all Ghanaians.What remains a mystery is why Government cannot take decisive action against a key public institution with pervasive endemic corruption that has literally collapse that country's health system resulting in needless deaths from preventable diseases.So many nasty crimes and illegalities are being committed in the GHS with impunity and gusto with the government of the day often turning a blind eye.The GHS for instance is facing a series of litigation battles in the high court for excesses of illegalities tentatively covered by the AG Department.Many of these illegalities and corrupt tendencies are not in the public domain.It is all a deliberate attempt by the highly corrupt hierarchy in the organization to create a culture of silence through fear and panic to allow endemic corruption to fester in the interest of leadership.Ghana's shambolic organizational and institutional ineptitude have to be blamed for these lapses.Where you have a situation where politics,bribery,ethnocentricism,cronyism and nepotism inform key appointments in the GHS and health ministry rather than competence,desire to serve nation and technical ability, a corruption platform is inadvertently created by government with oversight responsibility in political leadership curtailed.That have always being the story in the health ministry and GHS for decades now as far as appointing technocrat from the civil service is concerned.That is why is not uncommon to find the same old faces in the same position for decades committing all manner of illegalities and superintending over gargantuan rot never touched by central government.The strength of the mafia in the GHS far supercede what pertains at the sports ministry in dictating political pace in the country as power brokers.In so doing an appointed Health Minister must submit to the whims and caprices of the corrupt technocrats in the health organization and ministry or blackmailed and kick out.The GHS is a very good example of an organization where politics and political power broking have traditionally and significantly contributed to institutional flaws and failures because of ties with powerful figures in the inner circle of central government who often cover the organization despite the massive rot known to all and sundry.In deed this is one organization where workers have been deliberately implicated in one way or the other and illegally dismissed to cover rot with institutions of laws turning a blind eye.Some of these dismissals with gusto and impunity bother on serious acts of corruption,abuse and infringement on workers fundamental human rights and in all earnesty deliberately executed to cover rot in the organization.Of course a Nana Akuffo Addo's government with a laudable idea of an independent prosecutor is a good initiative and an indication of the government's resolve to fight the corruption canker.However it will be an exercise in futility if workers in public institutions lack the gut to report crimes of these sort often committed by high profile persons in public institutions for fear of recrimination and persecution.The nature of crimes in public institutions is such that they are organized and supervised by organizational leadership but executed by low ranking officers for pittance who also double as spies to corrupt leadership as part of counter measures to keep rot on-going.Unfortunately we have a situation where law enforcement agencies including the high courts remain toothless,ineffective and prone to bribery by corrupt top civil servants napped in the act of corruption.The dubious auctioning for a paltry sum of Gh.C350 will definitely raise eyebrows and will have other workers not involve in the scandalous deal privy to information but will remain selectively mute for fear of recrimination by corrupt higher authority.In this same GHS an accounted was straight away dismissed for inadvertently exposing a foreign accounts to external audit with huge money amounting to millions of dollars stash in there.The accountant's action was not deliberate but he was cruelly but illegally dismissed to cover a crime with the justice system letting him down when the GHS connived with the police,AG and the high court to render his case redundant.In deed there have been numerous instances of such illegal dismissals of so-called 'loud mouths' in the GHS to cover the massive rot in the organization.Corruption in the GHS is indeed well organized,widespread and co-ordinated right from District health organizations through to region under the supervision of corrupt elements at headquarters.Homage paying in the context of bribery with money and materials is a norm for favouritism if indeed one has to survive in the organization.All these are contributing to the lapses and inefficiencies in health service delivery as square pecks are often found in round holes in many instances.The GHS as an organization that needs radical reforms to root out corruption and ensure it performs to the optimum as a key organization.One of the things that clearly baffles we is why some civil servants including technocrats stay at the GHS and health ministry for over 3 decades and even re-engaged after retirement when civil service code calls for transfer or reshuffling particularly of top officials after 5 years of service.One does not need rocket science to know that the longer workers stay in an organization,the well versed they become with the terrain in committing organized institutional crimes. I am yet to see a government with the political will, commitment and guts to institute permanent lasting reforms to cleanse the massive rot and improve efficiency to save the lives of Ghanaians on account of gross institutional failures and dereliction of duty by a bunch of corrupt and irresponsible leadership who are not the least patriotic in service to nation rather than self interest.

Why are actions taken as far back as 2012 being considered only in 2017. Too long. It allows the culprits to get away.The system must be reviewed so that the PAC can be seen to be relevant.
