    This is rubbish, how can you compare banana with meat. Tema got lights as far back as 1900s while the north got theirs in the 1990s ( a gap of 90 years ) Aba do a reasonable research .

    They use the basics like BECE results, police to people ratio, sanitation( open defication and stuff like that), how well the district assembly is working, etc... things that every district has.... So we can compare

    We don't have any three northern regions ; what we have is upper east, upper west and northern region. Can one say that seven southern regions or three central regions.
