for once I'm highly disappointed with this NPP MP ...how can u say this in national assembly ..u to increase price of cement to protect local manufactures..gone are the day where Ghacem monopolies cement is gone

But my only problem is the importation. There's also the need to ensure that, instead of bringing finished product from China or other places. The gov't of Ghana shud instruct any company who want to import finished cement product into d country, by rather establish the Factory inside Ghana. Benefits are: 1) It'll create Jobs for d ppl. 2) Give students opportunity a place to learn. 3) lastly grow the economy

What this minister and a lot of people dont know is this.
1. Only Savannah diamond factory at bui produces cement locally. Ghacem and Diamond cement are the BIGGEST IMOORTERS of cement into ghana in the form of clinker for grinding at Aflao, Tema and Takoradi.
2. Duty on clinker imports is 5% of the CIF value
2. Duty on semifinished bulk cement (what dangote brings from korea for bagging in Tema) is 10% of the CIF value.
3. Duty on already bagged cement imports is 20% of the CIF value (Dangote from their Ibese factory in Nigeria, SOL, FCL etc). So the more processing you do outside, the more duty you pay.
4. Dangote has "pioneer status" in Nigeria, which qualifies them for some tax breaks. Maybe that is where the 30% tax break accusation is coming from. But this is public information. Just google it.
With the possible exception of this, the cement manufactures' case is porous at best.
5. Job: the local manufacturers allege job losses due to unfair competition. Cement production is highly automated, most of the jobs creayed by the industry is in the distribution chain. The amount of employees involved in production is relatively very small compared to an industry like agriculture.
6. Ghacem gives the appearance of being an indigenous Ghanaian company, not true. Ghacem is a GERMAN company, 93% of it's shares is owned by HEIDELBERG CEMENT.

Dangote is obviously Nigerian, Diamond cement is from Bangladesh, SOL is Chinese and FCL is Korean, my point is there is no indigenous Ghanaian company currently in the cement industry.
Finally, Ghacem and company alleges that unfair comoetition is collapsing their businesses. Let us review the facts as we have them:
Ghacem's parent company have their annual financial statements and other corporate information on their website. Go check it out. You will see they made far more money from we Ghanaians and other west african countries than in germany or europe. We are infact part of their crown jewel.
In mid 2015, Ghacem increased their ex warehouse price from ghc26.55 to ghc29.375, their man reason was the exchange rate is ghc3.5 per $1.
Today, the exchange rate is ghc4.0 per $1. Just google ghacem prices for a little research.
Then draw your own conclutions whether that is the real reason or just an excuse to increase prices.
Infact, ghacem buy their clinker from sister companies in togo and other parts of the world. So how come they claim they cannot compete?
Or are they just interested in maintaining their supernormal profits at our expense?
I am all for industrialization and will prefer local production. But when this MP talks about high cost of power, is it the fault of the producers/importers or is it the manifestation of ineptitude by our politicians. Why must we the citizens be forced by laws enacted by these same politicians to pay extra for cement and others products because they cannot deliver cheap and reliable power?
And why cant a businessprson manufacture outside if power is $0.7/kwh when power in ghana is $0.15/kwh? And s/he can therefore price cheaper than the competition all under the guise of protecting local industry?
Is it patriotism or foolishness?
Why dont the politicians of whichever persuation give us reliable and affordable power and stop giving us excuses instead?
FYI, we have a HUGE housing deficit of 1.7million homes as at 2010. Every year since then, that figure increases by 170,00 homes.
This is why you may rent a 1 room self contained in parts of accra for ghc200.00.
By allowing competition in the cement industry, prices will necessarily come down, so we can all start our building projects sooner rather than later.
Is it sensible to use the power of government to DEFINATELY hold our entire population to ransom because of MAYBE losing hundreds of jobs without researching the facts?
He has gone to collect cash from the companies.
