ITS PART OF IMF CONDITIONALITIES NOT TO OVER SPENT BECAUSE NDC HAD ALREADY OVERSPENT ITS INTO THEIR POCKET. 8 YEARS EMBARGO CANNOT BE EXTENDED ANYMORE BY NDC. NPP COME AND REMOVE THIS NDC POCKET EMBARGO
