The blame though should be put on the organizers who should have made it clear before that he will be speaking to an audience of most Twi speakers and they prefer he communicate in Twi. The man could then have saved himself that nonsense by finding someone else to make that speech.
We can get away from this official language nonsense by using the local language not necessarily Twi. If you are making a speech in Ho, make it in Ewe. If you are speaking at Somanya, you speak the Knobs language.
This English official language is nonsense. There are still a lot of Ghanaians who can't speak or understand this official language nonsense.
When you are making a speech at Wa, you make your speech in Dagarti language, in Tamale, you make your speech in Dagomba Lang etc. Problem solved.

First, they should have told the NCCE Director what language they prefer him to make his speech and if he doesn't feel comfortable speaking that language, he could have been deputized for.
This nonsense of our official language is English and should be spoken when talking to farmers in Tuobodom is stupidity.
This problem can be easily solved. If you are making a speech in Keta, you should use the local language, Ewe, if the speech is in Bolgatanga, you use frafra language. Speeches should be done using the language the local people use.

English is one language out of many languages in the world. You do not have to speak good English to live in the free world. You have an imperialistic self slavery imposed on yourself. Be proud of your own nation and language. Yes Twi is not a national language, but the people who live in that area speak Twi. So why not communicate with them in a way they can understand. At least translate from English to twi for them. You can think and express yourself better in your mother tongue. If you can speak English, that is good for you. Inasmuch as we cannot disagree that Twi is widely spoken in Ghana, it's amazing how a particular group of Ghanaians demand the Twi dialect from us the non Twi speaking tribes whilst they are not able to utter any word Ga, Ewe or Hausa, meanwhile some of these people are claiming to have lived in Accra and it's environs.
However, the most annoying thing is their answer to the question if they speak any other Ghanaian language besides Twi is;i don't even want to learn it, which is a blatant lie.
To me, most of these guys are ignoramuses and blockheads, who only derive pleasure from telling lies and so try to look down upon other people who wouldn't communicate with them in Twi. The NCCE boss could have saved hiself of any trouble if he had arranged for a translator.
Meanwhile, the fact that 90% of the radio stations you tune to today are broadcasting in Twi doesn't make the dialect holier neither does it guarantee its speakers to enforce it on other tribes who are not fluent in it, if they so wish, let's ask them to take the little pain to learn other man's dialect/language in order for them to be able to communicate with human-beings instead of turning to ask you "Ose sen?"when something is asked or said at the workplace.

It is therefore a terrible recipe for this expectation because by extension they are suggesting that if you do not speak the language of a particular ethnic group you do not qualify to work. Let this happen and we would see who would suffer the most
4 If I were the NCCE boss I would speak in my native language which I am more fluent in, if addressing them in the Ghanaian language is what they want.
5 Admittedly, the akan language is widely spoken in Ghana by all shades of tribes but let's the akans how many other Ghanaian languages they themselves have made effort to learn or speak? It is because the inferiority complex of 'SOME OF THEM' and superiority aspirations over the rest of the languages in Ghana.
6 It is better to speak in a language you are conversant with than to 'cause suicide for youself' when what you say is misconstrued.
7 Concluding I want to guess that the request for him to speak the akan language was not well communicated. When he was resisting, the best thing to do was to kind of assure him of indemnity against any mistakes that he might make, and someone could be correcting that alongside. This should be a lesson.
This incidence is prevalent even in the media. Radio stations Peace FM tag themselves akan radio and oblige their panelists to speak akan. Why don't they empanel only akans?

The Organizers knew him to speak the Twi language and assumed he wouldn't have any problem speaking the local language but Mr Larwe has his own agenda.

We keep talking about English as official language like all Ghanaians can speak that language. Statistics have shown only about 30% of Ghanaians can speak and understand that language well.

But he cannot speak it fluently. I am A Brong from Berekum working in the Dagomba area. I do not speak or understand the Dagomba language & therefore all my official dealings are in English. When meeting the local people, however, all we do is to have an interpreter. This has been going on well for some years. I have tried to master the basis of their language but still not good enough to give a lecture in their language. Should l BE Forced to GIVE A Lecture IN Dagomba? No. Assume l am transferred to the Kusasi area or to the Dagbani area. What happens then? Learn all those languages before giving a lecture? Or transferred to an Ewe, Hausa or Ga area. Do l have to learn all these languages before speaking to the local people? That is not possible. Let us be reasonable in our dealings with others. Organizers should have realized this & provided an interpreter. Poorly organized. WITH An interpreter, tine allocated should also be factored in since a half hour speech would drag to about an hour and ten minutes. You also lose some content in the translation. All these should be considered and probably the speech given to the interpreter days ahead for minimizing the loss in the content/meaning. GOOD ORGANIZATIONAL SKILLS SHOULD SOLVE SOME OF THESE PROBLEMS WE ARE FIGHTING OVER & we can all live in absolute peace even with the differences in our languages . Good Luck to all of us. This same guy goes about telling lies he is working hard because he wanted to do his "masters" abroad whilst he cannot communicate fluently in english, neither could he read words boldly written in his Twi dialect. I pressume masters in lies or "kokoti" isn't it? My realisation is that, anytime i try to communicate with him in english, he pretends he does not have time to talk to me but when in Twi, yes he is all ears and does. My assumption is that he feels uncomfortable to speak english, yet he feels big "perhaps in his shoes"and thinks he is more educated than those of us doing the menial job over there.
This same guy exposed himself and his kinsmen by saying (Kesben) was his mate in school and that he (Kesben) did not pass any of his exams because he has money and could bribe his way to get certificates he wanted. A few weeks later, i read on ghanaweb Kesben has graduated with a masters from KNUST.
We become our own enemies when we don't humble ourselves, accept to learn from each other or worse of all, try to lord our pomposity over others.

The NCCE boss needs to apologise. When you go to Rome you do what the Romans do. NJ is an Akan speaking Municipality so nothing stops them from speaking twi. Mr Yawheh could have been angry if that happened at the Yilo or Manya Korbo district Assemblies.
Anyway the organizers should have made provisions for interpretation for so Mr Lawher to understand the participant. Ghanaians are not English people. Nothing stops us from speaking our local languages to communicate better in them .

The NCCE as an institution is very useless. This is civics lesson number 101... Communication. The very purpose of NCCE is to communicate civic issues in the languages of the rural folks and educate them.
