He could be but the problem starts at the airport. The robbers hide among drivers who come to pick up at arrivals.
Once they have a spot on you following what they see as your luggage, they will follow the car you're in.

Sometimes the credibility of the police can be questionable. Unless the story was not reported properly there is something which doesn't add up. I have no sympathy for the robbers though
