I believe the age of maturity in Ghana is above 16, in which case the boy is also a child, so why must you call for the arrest of the boy and not mention the girl? Doesn't it take two to tango? Anyone who saw that interview on tv would realize that even though the girl is younger in age than the boy, she seems much more "spoilt" than the boy.

In Ghana, you have to be above the age 16 before you can can be declared as a man or woman.

Section 101 of the Criminal Code 1960 (Act 29) as amended up to now states:
Section 101—Defilement of Child Under 16 Years of Age.
(1) For purposes of this Act defilement is the natural or unnatural carnal knowledge of any child under sixteen years of age.
(2) Whoever naturally or unnaturally carnally knows any child under sixteen years of age, whether with or without his or her consent commits an offence
The emphasis is "child under sixteen years of age, whether with or without his or her consent"
In this case, the boy is NOT under the age of 16 so he is not protected by the law.
Also, people make the mistake of classifying every child who has sex under this act. A person could be a minor but has the legal right to have sex. The law is NOT about sex with a minor but rather sex with a child under the age of sixteen years.
It could be the case that other countries have the legal age for sex set at or above 18, that is fine. Those age thresholds do not apply to Ghana as our own threshold is 16 years. So those saying that the people involved are both minors should acquaint themselves well with the laws of Ghana and NOT the laws of the US or any other country.
The boy (being older than 16) has clearly committed an offence by having carnal knowledge if a child under the age of 16
