As this is income tax and casual workers are self employed,the casual workers should be responsible for declaring their income and paying income tax and not the person or persons they are providing the services to. This is indeed consistent with tax laws throughout the world.
The employer is responsible for paying income tax. In the case of casual worker, they are their own employer. They are sole trader paying their own wages.
But this can only be enforceable if it is mandated that casual workers issue receipts for rendering services. otherwise, they will simple collude with service requesters and not declare that a job has been done and the income thereof.
I can see the enforcement of this being problematic and as usual, the well off will be able to hide but the unfortunate poor will be disproportionately targeted by this dead on arrival initiative.

How is the Minister going to check this? We have no addresses, no list of unemployment so how can the Government, the Minster or the Officer come to my village to check the labourer l took to my Farm today?

How many people would be employed to check this and how are they going to be paid? There are at times un-neessary LI and Laws passed without comon sence. First create Jobs and taking taxes. Tomrrow, the Tax Officer will end a Tax-collector to he Hospital to wait for a bloodonater who at times recieve 100 Cedis to tax him or her 5 Cedis Even the Salary of the Tax-Collector will be more han the Tax for the day. Be wise in passing Laws.
