However, if they travelled to Russia as private students (which is not very likely) then the govt of Ghana has nothing to do with it. And it wont be easy because they won't be allowed to work, contrary to the West where foreign students are allowed to do vacation jobs.

Apparently you supported yourself at Liverpool University because you were a private student. I studied in Germany as a private student and had to support myself (hostel, health insurance), even though we did not pay school fees. It was not easy but I could not blame Ghana govt because govt did not sent me there.
