The issuer in this case Ghana is desperate to get the money through the bond issue and the purchaser of the bond has to mitigate against risk - default by only buying the bond at a very high yield (interest rate). Countries and companies that issue junk bonds eventually collapse.

Then he blamed the wage bill. Then he blamed the NPP for short term soltions to our energy problems so he preferred a long term solution that will see us export power. Then he bought emergency power barges and increased tariffs and celebrated the end of dumsor. Then he shifted attention to the socalled massive infrastructure investment including the Sofoline and Circle interchange tourist wonders. Then his praise singers started touting him as the most successful President since Kwame iNkrumah. Then he went to IMF for policy credibility after donors refused to release their grants because of corruption and ghost names. Then he began to brag about Transparency International reports on declineing perception of corruption, then his Ford Explorer gift exploded in his face. Then Dumsor followed immediately after huge increases in utility tariffs. Then he started criticising journalists for reporting negative things and ignoring or not seeing his achievement.
