CORNEY, even if you are made the judge on their trail you will find them guilty so they will get fair trail.... This shit by the NDC must stop or must BE STOPPED. What these NDC boys are doing today is far below what then Rawlings administration was doing in the 1992-1999. But still they lost power. But this time let the keep on fooling and put threats and every Ghanaian... They will be handed like how firewood is treated in the farm when its being brought home. Their time will come. Ghana as a country is not made of only NDC officials and their apparatchiks and therefore the corrupt practices going on is the attitude of the people. Unless there's attitudinal change, it doesn't matter which party is in power the canker will still rear it ugly head in the public domain. You may be tempted to blame the NDC for the many exposed corrupt practices but that's the stance that Mahama stood for that let expose these corrupt practices and deal with them rather than covering them. So we should not mistaken someone as being the most corrupt because of his willingness to fight corruption by giving the green light for them to be exposed.

The 2016 flagbearer of the New Patriotic Party, Nana Addo Dankwa Akufo-Addo, says his message for this year’s elections is on job creation, hinged on the industrialisation of the economy and the modernisation of agriculture.
According to Nana Akufo-Addo, the claim by President John Mahama that the NPP has no message is laughable, because the party, since 2008, has remained consistent with the message of industrialising Ghana’s economy, whereas President Mahama’s message-less campaign is evident in the refrain “e dey bee keke”.
“Mahama says we in the NPP have no message. His message of ‘e dey bee k?k?’ is one I will never put before the Ghanaian people. Is ‘e dey bee k?k?’ a message? What do you understand by ‘e dey bee k?k?’? If this is the kind of message he wants from the NPP, he will never get it,” the NPP flagbearer stressed.
He continued: “Our message is about bringing jobs to the people of Ghana – reviving our economy, and improving and diversifying our agriculture. That is the business we are coming to do [when the NPP wins this year’s elections].”

No citizen of the country will be disenfranchised by the Supreme Court ruling. This exercise is meant to weed out those non-citizens who were sneaked in by various entities and regitered to vote illegally for their respective parties. For the true citizens who will be affected by this order, the Supreme Court has directed the EC to register them again using acceptable identifications. All other parties except NDC agrees with the Supreme Court on this directive. NDC spent huge amount of money bussing illegals from neighbouring countries and registered them with NHIS cards to vote for them. Now they feel that the party will be seriously disadvantaged if those illegal non-Ghanaians are excluded from the elections, hence their unmitigated opposition to this simple order regarding the NHIS cards.

The Supreme Court should quickly and swiftly end this nonsense hullabaloo now. Why all these? Obviously this nonsense about the deletion of NHIS cardholders on the voter's register has been caused by the Supreme Court. Parliament passed the law for the NHIS card holders to use as a form of identification in 2010; laws made by Parliament (law making body) are legitimate. Why should the Supreme curt in 2014 attempt to reverse this law?.If the Supreme Court believes that this law should not stand, it should apply to the future elections and not to apply retrospectively! The Supreme Court knows that our laws are not retrospective and by ruling that the NHIS cardholders' names should be deleted and re-instated if they are able to provide other forms of identification. What do they mean by that? 'Delete' and re-instate: what a stupidity. The Supreme Court should now cure their stupid and unreasonable decisions now. They have created this mess! This has created an opportunity like Kennedy Agyepong ti hail unprinted insults on Mrs. Charlotte Osei, a decent woman, a wife and mother who only wishes to advance her career. We expect the 5 Supreme Court Judges, headed by the Chief Justice, Mrs Georgina Wood to end this stupid ruling on 04 July 2016 by asking the EC to delete the 56,000 names on the register. They should not open the floodgate for troublemakers to dispute the figure presented by the EC. Enough is enough!

Parliament makes laws but those laws should not be in contravention with the constitution. Therefore any Ghanaian can challenge this NHIS law passed in 2012, at the Supreme Court. The court is the only body charged to interpret whether the law passed by the parliament is constitutional. Based on the opinion of the Supreme Court, this NHIS law is unconstitutional when the card is used for identification as a citizen with the privilege to vote in national elections.
I agree with you that the Supreme Court has to drop the hammer and issue its final ruling on this issue on July 4th. The ruling should be clear and final.

Ebby, where in our 1992 Constitution is it stated categorically that NHIS cards cannot be used for Electoral registration. There is none!. The presumption is that aliens may also be able to acquire the NHIS card but the NHIS cards were purposely introduced for use by Ghanaians. If the Supreme Court believes that the cards should not more be used anymore, then it should take effect for future registrations and not to take effect retrospectively. Their ruling that it should take effect retrospectively has brought about all these problems.

The constitution clearly states that only CITIZENS OF GHANA who are 18 years and above are eligible to register and vote. Therefore if someone uses NHIS card as proof of citizenship to register and vote, that becomes a constitutional issue which falls under the prerogative of the Supreme Court to interpret. Just like no one is allowed to use driving license as proof of citizenship. The Supreme Court ruling has no retrospective effect because the results of the elections in which those cards were used, are still valid. However, once the Supreme Court has ruled those cards as invalid, it becomes mandatory for the court to prevent their use in any future elections.

Ebby, you are correct. We are on the same side of the argument. The provision on the constitution that you have just quoted is Article 42. The lacuna in the law for the identification of who is a Ghanaian was provided by Parliament: Drivers License, passport, Birth Certificates, NHIS cards, previous Voting card.
RETROACTIVE LEGISLATION (ARTCLE 107 (B) 'Parliament shall have no power to pass any law which operates retrospectively to impose any limitation on or to adversely affect the personal rights and liberties.............' Therefore in effect it is wrong for the Supreme Court to make any law to operate retrospectively. 'Delete names of registrants who used NHIS cards, for 2012 elections is retrospective order/ruling! Do not bring into the discussion the fact that the EC should re-register them if they are able to provide other form of identification because that is a differ order alltogether. Ghanaians have witnessed civil disturbances in Liberia, Ivory Coast, Burkina Faso and other countries surrounding us and the consequences therefrom. The Supreme Court should 'let sleeping dogs lie'. During the limited registration this year the EC did not allow the registration with NHIS card holders thus respecting the Supreme Court order.

If I'm correct, i guess your point is that the Supreme Court should allow those who have already registered with NHIS cards in 2012 to remain in the register but prevent new registration with the card from now onwards. Now the question is, for how long are these names going to remain in the register? Do we have to wait until these people die off in maybe 60 to 70 years time? If something has been declared illegal, why do we have to continue to support that illegality if there's a way to remedy the situation now. With every subsequent elections from now onwards, there are going to be NHIS card registrants, so the earlier we cut it off, the better.

Ebby, I QUOTED ARTICLE 107 (B) - Retroactive legislation -to buttress my contention. The Order given by the Supreme Court for the deletion of the names of NHIS card holders retrospectively, was inconsistent with the provisions of our constitution and therefore null and void and should not be allowed to stand. That retroactive ruling/orders has brought about all these problems. The law for the use of the cards was passed by our law making body (Parliament) which is to be respected! If the Supreme Court thought that the use of NHIS cards was wrong, fair enough; remember that there is no where in our constitution is it stated the NHIS cards cannot be used as a form of identification. EBBY if you know provide the reference in the constitution. Judges by their decisions also make laws. According to the hierarchy of laws and their prominence, laws made by Parliament take precedence over judicial decisions. The Supreme Court cannot therefore annul laws made by Parliament to take a retroactive effect. The primary function of the Supreme Court is not to make laws. The Supreme Court is the final appellate court of justice and the INTERPRETATION of the constitution! I believe this piece will settle our difference.

I get your point but remember that the Supreme Court is the only body charged with the interpretation of the constitution. Any law passed by parliament that is not in consonant with the constitution can be declared null and void by the Supreme Court. Thus for example, parliament cannot pass any law to strip a citizen of his/her basic human rights. So parliament may pass a law but the Supreme Court can strike it down if the spirit of the law goes against the constitution.
Now, the issue at stake here has everything to do how you identify yourself as a Ghanaian in order to vote in an election, and that's something that has constitutional implications. Abu Rahman is challenging the constitutionality of the right to use NHIS cards as proof of citizenship which can allow such individuals to register as Ghanaians and vote in elections. The Supreme Court determined that NHIS card is not valid for the purpose of establishing citizenship, and as such cannot be used to register as a voter, a right that is reserved only for bona fide Ghanaians. In my opinion, i think its within the purview of the Supreme Court to rule on this issue and the court has justifiably done so. Peace.

Kwabena, I don't know your background but I think you lack some basic understanding of how the three arms of government operate in a democracy.
The fact that parliament has passed the law does not mean that is the end if Ghanaians think it is a bad law. In a democracy, parliament makes laws, the executive (the government) puts the laws into operation and the judiciary (the courts) interpretes and adjudicate on the laws wherever there is any controversy on the fairness of a particular law or its interpretation.
So Kwabena the SC are just doing their job!! And they have to be fair to maintain the trust which has received some hammering in recent times. There is therefore no need to be insulting and rude to the courts when they are doing the job they were created to perform.
And I have to mention that the courts in Ghana have been very magnanimous in their dealings with the public because if they were to use the full powers given to them, people like you who think they know better that the courts and that their comnents could sway the decision of the court could find themselves in trouble. They could be brought before the courts to explain their bleatings.
So Kwabena watch your mouth before the courts lose their patience and pull you in for contempt.
We have some very learned and very wise men in our courts to make good judgements in the interests of the nation as a whole.
A word to the wise is enough.

the EC is not the problem but the political parties, individual, civil organization trying to dictate the EC are the problems including the media which failed to put accurate information in to the public domain. even if we call for new register, what make us think that it would be credible? what identification are we to present for the registration? Ghanaian passport, driving license,NHIS, or birth certificate? which one of this identification is credible in Ghana?
how many time do we not hear that foreigners have been arrested for using Ghanaian passport? how many Ghanaians have birth certificate? many Ghanaians don't even know their birthday! so how many Ghanaian can produce accurate birth certificate from 1960s, 70s and even 1990s? so even if we have new register today there will still be a problems for its not going to be credible register.politicians are the problems because they never calls for proper identifying Ghanaians. only in the election time everyone of them is blaming the EC. the EC never issue Identification for Ghanaians so they can't be blame for none credible voter register! ever since we get independent from 1957 what were the politicians doing about Ghanaian identification DATA BASE? because all of them is thinking of cheating to win power at all cost! all the political parties are guilty for this because if free and fair election is really important for them , they should have do something about the credible Ghanaian identification. the should stop disturbing us with this nonsense!

You people are disgrace to our country, Ghana a Gate Way to Africa is now a laughing stock because the fools in the country has handed over our country to drug addicts who are confused and don't know and don't understand what they are doing. Charlotte Osei and her EC can be disbanded if there is any take over of government but the Supreme Court will still be there, every government will come and Go but the Supreme Court can never be disbanded, it has never happened anywhere in the world. NDC, will be very miserable when they go to opposition and I hope they wouldn't say political talk but will stand up as men that they call themselves to face the laws of our land. Let's cross our fingers till the time and see if they will weep in court. I tell you, there should never be any mercy for them so as to serve as deterrent to others. To the Supreme Court I say , " Swear never to be silent whenever and wherever human beings endure suffering and humiliation. We must always take sides. Neutrality helps the oppressor, never the victim. Silence encourages the tormentor, never the tormented" by Elie Wiesel a Holocaust survivor. The Supreme Court is there to defend and protect the laws of our land, hence any disrespecfulness by anyone to the Supreme Court must be thrown into jail, not even their president is above the laws of our land, he can be sent to jail by our courts if he is found guilty against the state. It is either you live in Ghana and obey the laws of the land or you get out. One Mugabe Maase who is not a Ghanaian but was imported into our country when he was about 9 years old from Burkina Faso by his father with no proper documentation, is working for a radio station called Muntie whose owner was not born in Ghana but Lebanon so he is a Lebanese with white skin living among black people and inciting this Burkinabe against Ghanaians to insult our leaders of our land. These people have no love for our country but destruction, they want to destroy our country like it happened in their mother countries so , they can take advantage to make money from our resources. For how long will Ghanaians entertain foreigners who are more than the indigenes and doing dirty politics on our land to plunge our country into chaos? This guy Mogabe at Muntie radio has no resemblance of a Ghanaian, look at his mouth, face and hair and you will understand what I'm saying but he has the guts to insult with Ghanaians being silent. Silent is not the answer, but rising up for your country will show to these foreigners that this land has owners but not no man's land.ARISE FOR YOUR COUNTRY. AMEN''''''

We are all aware of the EC's earlier and persistent claims about the millions of Ghanaians who had registered with the NHIS cards who would otherwise be disenfranchised if they were to be purged from the register! I expected Nii Ayikoi Otoo to know better but Ghana politics has a way of making once presumed smart people dumb and ignorant as heck. The Supreme Court of Ghana like other Supreme Court across the civilized world's do not make laws but interpret what members of parliament write or intented laws to be. I know members of Ghana's parliament are not the smartest bunch but neither are the Supreme Court Justices. Unless the articles that gave legal basis for the existence of the EC spelt out what ID's are acceptable as basis for acquiring a voter ID, the Ghana Supreme Court cannot make those laws. Furthermore if the Justices on the Supreme Court were any better than the rest of us and with sound reasoning they would inquire of petitioners what Ghana ID cannot be fraudulently obtained. Is it better with the use of Ghana passports, the National ID, driving licence or what? Do we not know that there are non citizens who have obtained our cheapened National ID, Ghana passport and driving license? So how can the Supreme Court or anyone think it is alright for fraudsters to vote using ID's they acquired illegally but others including authentic Ghanaian citizens cannot because they hold NHIS cards? Let common sense rule in Ghana

There are only three branches of government - the Executive (President), Legislature (Parliament) and the Judiciary (the Supreme Court and other courts). The Ghana CHRAJ and Electoral Commission (EC) are independent bodies but are subject to the constitution which is interpreted by the Supreme Court. One would think that ALL governmental institutions will be working to reinforce the legitimacy of each other. It would be a fatal mistake for the EC to act as though it may flout the authority of the Supreme Court. Any argument that the EC or the CHRAJ are coequal to the Supreme Court would them mean that Ghana has 5 branches of government. A recipe for chaos!

Blame these prople. These used state funds to recruit foreigners from the three neighbouring countries to register with NHIS so they can vote in Ghana's elections.
Their criminal act is the reason the NHIS claims has risen so high bcos these foreigners cross to Ghana for healthcare, especially free maternal care.
I hope the NPP wins the elections so that all those who participated in this crime are jailed. The NHIS law did not say registration can be done in foreign countries.

The NHIS Card is full identity required to receive Medical Care in Ghana. It is free to obtain but that does not mean it is a worthless piece of I.D. Sincerely speaking as a national I.D. it passes all tests. Weighed against the other proofs of I.Ds, it is difficult to see where for example, the Birth Certificate or Passport ranks higher than the NHIS Card as means of identification. Birth Certificates are now essential in the case of those born fairly recently and even then only now becomes essential because the new mushroom Preparatory Schools requires these for registration of children into their Schools. The vast majority of old timers without Birth Certificates only require one when faced with possibility of travelling outside. Simply put, the Birth Certificate is required to obtain a National Passport whereas the NHIS is an I.D on its own with photograph of the owner.
Any old timer requiring a Birth Certificate simply walks to any Birth Registry with a name written on the back of a piece of paper i.e. the name the person wishes to be called (presumed to be his or her name). No Hospital Cards etc etc is required at all. Birth Certificate is issued in the name of Kofi Manu who has just been returned from UK for not having all information required when subjected to questioning at the Airport. Mr Adjei Boadi has now become Kofi Manu ready to go for another Passport again. This is what money can do but does not make it more legal than the NHIS Card. Since Adjei Boadi wishes no longer to be known as such, he is now Kofi Manu. However, for purposes of identification his bounced Passport, old Birth Certificates are still with him at home. This Ashanti man could soon become an Ewe now known as Godwin Amedume and now on his 10th Birth Certificate and Passport. All his I.Ds are at home and he could legally identify himself in any of his former names.
What, therefore, makes the Birth Certificate and Passports more acceptable as forms of I.Ds at time of obtaining Voters I.D and or voting than the NHIS as Card for identification to obtain Voters I.D Card? With criminal minds, any document could be compromised and therefore there is the second provision at time of voting to stick the thumb in indelible violet ink which does not wipe off in a day.
Ghana and her children are always crying against corrupt politicians but what are we now doing? Spending mother Ghana’s money for an exercise which has practically no merits of any description, i.e. expunging the names of voters who registered with the NHIS Cards. Not a single form of I.D in this world could not be compromised. The illustrious British, U.S.A, Germany etc Passports are being copied by entities within their dominions. And so what does Abu Ramadan actually hope to achieve by this wasteful venture of taking the E.C to task? How in reality did he get pass the Judiciary with this baseless and frivolous case? Is it because Judges normally are bourgeois hence could see errors in anything obtained cheaply or without cost? The most annoying aspect of this frivolous case was that he, Abu Ramadan’s own tiny Party has not got the enduring claim of being an elitist party and so it is hard to understand the motive behind his push and continuous push for this white elephant.
When my name is removed because I registered with NHIS Card, I will then have to go and obtain a fake Birth Certificate in the same name? If I am a foreign national who could as well obtain a Ghanaian Birth Certificate, must I come with my parents to certify my nationality? If a person has passed the hurdle of obtaining the NHIS Card, Driving Licence, Birth Certificate and Passport, what real benefit will be there to go after one particular form of I.D. instead of all of the above – all of which could be obtained genuinely as well as fraudulently. These I.Ds are not in themselves “the all”. The indelible violet ink seals all things on the day of voting.
