  Let ur experiment determine your report.The report is baseless and lack any intellectual peace.The committee should have consisyed of adjunct faculty members from Universities,Scientist,Fire personel,Industrial Chemist,Harzardous material experts,Chemical engineers,Petro chemical engineers and certified liquified peroleum experts not court judges.
  You cant use logic to establish this kind of mystry.

  I am surprised a judge came to this conclusion as by definition of negligence includes the ability of the defendant to foresee the effects of his actions.To me rawlings shd be brought b4 the courts4 chopping grants to build flood defences

  The said man is not the cause of the fire. They just looked for somebody to hung on their incompetence. Did the station carry out repairs to avoid linkages? No any routine maintenance. Was the man smoking at a non-smoking zon ...

Was the man smoking at a non-smoking zone? If there was a linkage, could the gas have spread to the place where he was smoking? THEY SHOULD LOOK FOR SOMETHING BETTER TO TELL THE PUBLIC ON HOW THEY ARE GOING TO SOLV THIS PROBLEMS of improper maintenance at the filling stations.
  
  Filling stations must not even be sited at such area.

When gasoline leaks into water it floats on it and is carried away to wherever the water goes. It will only catch fire when there is a heat source ok..

  If fire ignition was all about density, why doesn't coal tar ignit into flame when you drop burning matches on it? Isn't the density of both coal tar higher than those of water and petrol? Moreover, coal tar is a hydrocarbon.
