Ghana's Supreme Court is just confused,they should have left the card issue alone,not even deal with that since the country has no other identification,even the driver's license anybody can acquire it.
That ruling was the most ridiculous thing that ever happened anywhere in the world,somebody came to court asking you specifically to void a register and you went to rule on something different,something that was not part of the lawsuit,the lawsuit was just simply yes or no case which should have been ruled on but not a card which was not part of the issue.
Now we have Justice Dotse going out to interprete a ruling that he was part of making mockery of himself and the court doing something disgraceful telling the media what the ruling was,something that never happened anywhere before, a Supreme Court judge talking to the media about a ruling,what a disgrace.
In a haste to make some people happy Dotse has disgraced himself and the court,Supreme Court judges don't comment on their own rulings,even lower court judges don't do that.

The laws of a country are made up of constitution, primary legislation passed by the legislature, Executive and Constitutional Instruments, secondary legislation otherwise known as case law or decisions of superior courts (High, Appeal and Supreme Courts) and customary practice (national, regional and international).
In its judgement the SC said and I quote, "that upon a true and proper interpretation of article 45 (a) of the Constitution, the mandate of the Electoral Commission to compile the register of voters implies a duty to compile a reasonably accurate and credible register" Is this not the first law? The second law is the Supreme Court Order on the EC to take immediate steps to delete names of those who have not established qualifications to be on the register.
The last one is how has the EC been deleting names of those who are not qualified to be on the register since the coming into force of the 1992 Constitution.
It is therefore not only misleading but false to say that there is no law in existence to allow the EC to remove the names of those who used the NHIS card.
There are at at least, three of them as indicated above. What is missing is "the how". That is entirely in the bosom of the EC because even the Supreme Court ordering EC how to do it would be unconstitutional as that would be interference in the operational affairs of the EC.
Ghanaian lawyers should stop confusing the public on the Supreme Court Orders to the EC. As I said in my article on Ghanaweb of May 21, 2016, the Supreme Court Orders are unambiguous and very clear. That, the EC must delete the names of those who used the NHIS card to register but must allow them to re-register under existing law. How would the Supreme Court say so if there is no such law? If there is no such law the EC must create one with a new CI. It's as simple as that. No ifs and no buts

Even it does not make sense to allow foreign residents in Ghana have access to the NHIS card because in places like the US, if you enter with a visa, there is no way you can have access to some of their social programs just like that.
Ghana is too porous and I do not understand that. It seems we do not understand how a country should be ruled or managed.

The only people who do not seem to accept there is no law for the deletion of those persons who registered with the NHIS cards from the register is the NDC and the EC since it was not captured in the CI 91, which law they crafted, with the intention of keeping those names on the register even after the Supreme Court had ruled in 2014, those who registered with the NHIS cards was unconstitutional.
It does presuppose, the EC just did not accord the Supreme Court any respect, in disregarding their ruling on the unconstitutionality of the NHIS cards, because if they did, and it was not their intention together with that of NDC and John Mahama to keep those who registered with NHIS cards on the register, it is curious why the CI 91 was not crafted to deal with the specific issue of those who registered with the NHIS cards.
The second ruling has come, delete and reregister.
