    The processes outlined in CI 91 are so cumbersome that I doubt whether it can adequately address the concerns of those who want a credible register.

    This interpretation/ explanation will go a long way to end the unnecessary arguments about the Supreme Court judgement. If somebody thinks otherwise let him/her to also bring his/ her interpretation.
