You are right on your suugestions but let me add some meat to them.
The measures that the state should impose to curb the export of raw cashew should include stiff export duties. Since this particular govt wanted to tax even condoms, this chance for increased revenue should be easy for them to adopt.
If processors are not already at least indirectly supporting some farmers to plant cashews, they must be very stupid! Besides them doing that, I expect local govts, with or without the support of the MOH, to take the initiative in getting some youth into cashew plantations. If these were in Indonesia, Malaysia, Brazil, etc. vast land masses would have been cleared and planted with cashew already, with environmentalists protestng to no avail. I am not suggesting destruction of forests to plant cashew, as cashew is actually a plant that grows very well in arid conditions too, and so can actually be used to stop desertification. Cashew can therefore be planted on the huge land area already cleared of forests.

The only solution is to increase our own production of cashew and pay local farmers the same price foreign buyers are offering the farmers. You can't ask poor local farmers to lower their prices to save rich factory owners who made an investment mistake. Sorry about the jobs, but these jobs wouldn't have been there if Ivory Coast wouldn't have ha a civil war.

The gov should grant export incentives such as export expansion grant to exporters of processed cashew kernel so that they can compete with exporters of raw cashew nuts for nets purchases.
