Dont throw dust into our eyes. When it gets to that level then it can compete and control more than 70% of the market and compete with the OMC's

Why put all your eggs in one basket? Accra/Tema is getting choked and out of hand. After all isn't the oil coming from the western region? Think about the pipe laying from the west to Tema and its vulnerabilities.

It makes sense to turn Ghana into West Africa's oil refining centre.
Any move to refine our share of the oil that Ghana produces makes perfect sense - and there is no such thing as the right time to do so either. ACEP's position is most unfortunate.

TOR needs to expand it capacity to refine more crude oil than the present capacity it has. Expanding that capacity should only mean building additional infrastructure to supplement the current one.
This is quite different from building a new refinery.

This is a misplaced priority and clearly points to the notion of the Create-Loot-Share that some Ghanaians have about the NDC government.

Why do we need another petroleum refinery in Tema? What is the rational for this? We already have a refinery that we cannot even manage. There are times that we cannot even get crude oil to refine at TOR so why build another one to sit there like a white-elephant?
This doesn't make a single economic sense and I want my NDC government to convince me about the rational and economics that necessitated this agenda. Am not the least connived on this one.
Building another petroleum refinery in Tema is like building another hydroelectric dam in Akosombo, where we already have a hydroelectric dam that lacks sufficient water to run on at full capacity.
It would have made sense if TOR is producing above its present install-capacity, then we can justify why we need another refinery to take the pressure off the facility and expand production to meet market demands. To the contrary, TOR sometimes don't even have crude oil to refine and we forced to import already refined petroleum products. So where is the justification for another refinery?
If you have no petrol to put into your car tank, what then is the justification for buying another car that runs on petrol?
What we need is either retrofit TOR (something that I think has already been done) or make it more operationally efficient. TOR's problem is more of a managerial issue than of a technical deficiency.
If we truly need another refinery, it should definitely not be sited in Tema, it must be in our newly discovered oil hub in the western region but with a caveat. Which option is more economical? Must the location of the refinery be close to the source of (access to) the raw material to fed the plant or it must be close to the market/customer (biggest market, by population and demand)? The cost dynamics must determine where we site the refinery, that is if we really need another one.

What ACEP is arguing for is that the present refinery can be made to be more efficient without Ghana building another one. In essence, ACEP is saying the government of Ghana doesn't need to own 2 refineries, which I agree to.
If we need a refinery, let that be taken up by the private sector. They can build and run it far more efficiently than a government-run business.
