Parliament should do that! Pass the bill to curb foreigners, minors and other fraud in Ghana's elections. Election in Ghana is internal matters and absolutely, no foreigner should be allowed to participate.

And whilst you're at it, can I also suggest that if the Political parties do not reign in their registration agents from interfering with the limited registration exercise, then withdraw their observation privileges and let the Police take up this role. Enough of this political parties thuggery with the electoral process in Ghana for the sake of individuals who may exercise their rights as independents!!
