These days it is safe for a politician to steal from state coffers so far as he/she is a 'good' criminal who has the skills of manipulating foolish tribesmen and party followers to vote without thinking for him/her to avoid prosecution. They make reference to other tribesmen who were also kleptomaniacs who were caught and jailed to play on the emotions of their weak minded followers.
