With all due respect to the former Secretary General of the UN, -- who I'm proud to call my countryman -- I personally consider the phrase: "Bad gov'ts worse than drugs" another cliché for dodging the question on the actual root-cause of drug addiction, and proliferation. I'll prefer the use of the word governance to the word "govt". In this way, we shall be addressing the bad policies without indicting the makers of those policies.
The point Kofi Annan is alluding to presents us the opportunity to start looking at the latent enablers of drug addiction. Once we can identify the enablers, and device the approach to bring them under control: the proliferation aspect of the problem would take care of itself. Because, the symbiotic relationship between drug-addition, and drug-proliferation follows the simple economic principle of supply and demand. In other words once the demand, -- which in this case is the addiction -- is wiped out; the supply, -- which in this case is the proliferation -- would eventually dry out.
The enablers of drug-addiction are the medical doctors. About 99% of all drug addictions starts with a prescription for a pain-killer. As the threshold for the pain goes up the doctors would keep raising the narcotic content of the prescription. This goes on until the doctors decide the patient has had enough. And then they yank it off cold-turkey. To self-medicate the pain, the patient goes in search of the street equivalent of the prescription drug. The only problem here: this time the patient is no longer under a doctor's supervision.
At this point the demand, -- i.e., the addiction grows -- and the supply, -- i.e., the proliferation follows suit in lockstep. Sooner, or later there's a whole drug trade, and culture permeating the hitherto serene society.
What's government to do? It's to late now to get in front of the curve ball, -- pardon my American baseball lingo. And so, out of panic government begins to enact the kinds of policies Kofi Annan referred to as "worse than drugs". This is sad.
On a personal note: I'm glad Kofi Annan is opening up to the Ghana media. There are a few things I would like to pick his brains on, -- beside drugs -- to help move Ghana above the threshold of mediocrity. I know that would be a bit difficult for him, because he likes to talk about Africa in general. I'm focused just on Ghana for now. So he will have to bear with me.
May Lord Almighty continue to bless our beloved Great Ghana: Amen!!!

Alcohol causes more health & social problems than drugs, yet, that's legal. 5. There's a lesson to be learnt from the US following the prohibition of alcohol almost a decade ago - judges, politicians, law officers etc etc being bought by wealthy bootleggers as the profit margins on alcohol shot up as a consequence and, enabled the mafia to become a significant criminal enterprise in the US.
