Dr. Bawumia pointed out that the NDC had increased Ghana’s debt in seven years by GHC90 billion, from GHC9.5 billion at the end of 2009 to some GHC99 billion currently; an equivalent of some 37 billion dollars at the time of borrowing.
“First, If you sum the cost of all the loan financed projects listed in the green book (even including those with artistic impressions, it is less than $7 billion. Meanwhile, the government has borrowed the equivalent of $37 billion so where is the rest of the money? Indeed, given the resources at its disposal one should expect at least four times the quantum of investment that the NDC claims to have undertaken”, Dr. Bawumia said, as he began listing the six reasons.
Dr. Bawumia proceeded to list a number of things the over 30billion dollars from borrowing the NDC cannot account for, could have done, which proves that contrary to the claims, the NDC has done a bad job at giving Ghanaians their due after undertaking unprecedented borrowing in the last seven years.

As things stand now, we have two Presidents which is an anomaly. One is outside the country and the other in the country. When the one outside the country returns, what process is adopted the remove the one in the country from office. Do we see this happening anywhere in the world?? The Blackman's fixation for position of authority is the cause of such a fallacy. While the speaker acts as President, he is still the Speaker but once he takes the oath to become President, he cannot be Speaker and President at the same time under two oaths.

This country is a joke. Now we have President Adjaho with all the executive powers. It's absolutely legal for him to sign any bill into law or commit the country into war if he deems it fit. Remember, the country can only have one president at a time. This clearly invalidates the powers of Mahama until he comes back into the country and sworn in again as president. Imagine if the speaker of parliament is Kennedy Agyapong from NPP, and that's possible if NPP has the majority in parliament. I don't believe this Supreme Court has any clue how to interpret the constitution other than deferring to the whims and caprices of the president. I'm so disappointed by the sheer dumbness of the legal community who seem incapable of seeing the total potential chaos inherent in what we are doing here.

The provision in the constitution that calls for the Speaker to be sworn into office to act as President any time the President and his Vice are out of the country is counterproductive and should be amended. The president's powers and responsibilities are still in tact when he leaves the shores of Ghana. Unless the president is incapacitated and unable to perform his duties it does not make any sense to have the speaker act on his behalf. This is the 21st century, given the extent of communications technology, the president should be able to perform his duties when he is away from Ghana. Since the constitution does not state what powers the speaker has in the president's absence, the law lecturer should not try to make an issue of it. Instead he should try to enlighten the public on the need to amend that archaic constitutional provision of swearing-in the speaker in the president's absence.

The constitutional provision for the Speaker to be sworn-in as acting president anytime the president and his vice are outside the country, is a mistake and seriously needs amendment.
The fact that the president and his vice are outside the country does not mean that they are incapacitated and cannot function. On the contrary, it is their constitutional duties that have taken them outside the country. Thus swearing-in the speaker as acting president when the president is still working means we have 2 active presidents. Is it not laughable for us to hear the news of the president and his vice performing duties outside the country when there is someone (the speaker) being made to believe that he is the acting president? With the president still having contact with his appointees and receiving briefs from them, and they receiving instructions from him, how is the speaker going to function as acting president? The speaker himself shoukd know he has no powers of the president to exercise. And to make the matter more laughable, the speaker is supposed be sworn-in anytime the president and his vice are outside irrespective of his previous swearing-ins as acting president. He is probably the only person who could be sworn-in several times for one non-existent post. The earlier this ambiguous provision is removed from the constitution the better.
