If what he said is true, why didn't he recommend the same idea to Kufour's government or he did that one too and Kufour's government too rejected it?

When students undertake their projects, they DO NOT make any recommendation to any GOVERNMENT to implement their finding.
What students do, besides the technical details of the project, is to spell out the economic viability of their projects, the social and environmental impacts of their project, among others.
But for this guy to say he made a recommendation to the then- Rawlings government to implement his project is a big, big lie and smacks so much of the usual "Kumasi Politics".
Granted that his brilliant idea of saving Ghana 300 MW of power wasn't taken on by Rawlings, what did Kufour also do about this marvelous idea? Or his recommendation was to only Jerry Rawlings and no other government else? Is that his argument?
If governments, both past and present, were to implemet the 1,000s of projects undertaken by students in our univeristies every year, Ghana would have been an advanced and industrialised country by now.
Our universities are littered with 1,000s, if not millions, of projects that never see the light of the day. Sadly, they seem to what they are supposed to be; a requirement to be awarded a degree, not to solve society's problems.
I know Osei Yeboah has been somehow neutral and unbiased in the past, when it comes to "Kumasi Politics" but am beginning to think otherwise about that opinion I had about him.

The CFLs do not last as long, burn more energy, and are not friendly to the environment.
Mass production/purchase could of course reduce the initial higher cost of the LEDs, if they will not be smuggled outside Ghana, and will deployed as recommended.
LED savings and other aspects of the deployment, of course, are things that would require more serious studies.
