If our syatems work properly all financial transactions of thios man for the past 4 years that transited or terminated in Ghana must be thoroughly investigated. The governor may not be caupable but could be professionally incompetent by ignorantly facilitating some of the "washing of dirty money" into clean money. Wont be surprised if the man owns some of the high rise apartments and plush estate developments in Accra. That is one of the basic ways of money laundering you can read in any text book!!
