Reform the land tenure system and, in particular, facilitate the use of land by land-owners and traditional authorities as equity contributions for farming, real estate, tourist and other commercial investments. This system will allow subsequent generations to benefit from the investment income from the land. Page 16
24. Facilitate entry of the educated youth into modern commercial farming by improving their access to land, capital, and farming support systems. Page 16
25. Review policy on the balance between importation of fish and the development of our own indigenous fishing industry. Page 17
26. The NPP government will take specific actions to raise productivity in food production;…and to introduce a Farmers’ and Fisherfolk’s Security Trust to cater for them in their times of need and in their old age. Page 17
27. Designating the Afram Plains (in the Eastern Region) as a grain basket of Ghana, and conferring on it a special food production programme on pilot scale for replication to other regions of the country after two (2) years. Page 17
28. Investing in and promoting cost-effective water-harnessing facilities, such as large and small scale dams, drip irrigation, etc. and to make irrigated and prepared land blocks available for rent. Page 18
29. The establishment of constituency-based small-scale private companies dedicated to the rehabilitation, maintenance and construction of feeder roads will be encouraged. Page 18
30. The NPP government will put in place well-equipped community-manned Fire Control Service to rid the rural areas from the perennial scourge of bush fires. Page 18
31. Establishment of a National Youth Corps to create at least 100,000 jobs by the end of its first year and even more in subsequent years. This will involve the provision of affordable credit and supporting services for engaging young people in productive economic ventures. Page 19
32. The National Mobilization programme will be reorganized and given proper policy direction. It will be encouraged to operate as a co-operative and to become self-supporting and profit-oriented. Page 20
33. The establishment of Ghana as a platform for producing for export to neighbouring and the international markets will generate employment avenues for technically skilled labour in the electronics and electrical appliances assembling industry. Page 20
34. Ensuring modernization and availability of urban housing. For instance, subject to the agreement of stakeholders, slums shall be replaced with “apartment houses” with modern conveniences, which will be cost-effective and environmentally friendly. Page 20
35. Re-siting of automobile and other service workshops to make them economically viable through inter-dependent and productive linkages. Page 20
36. The NPP government will therefore give priority attention to the protection of the country’s 960 km coastline from erosion by the sea. It will systematically make provision for the construction of sea defences structures where the coastline is threatened. Page 21
37. ….the NPP is aware of the annual flooding of large parts of the Northern and Upper Regions as a result of the opening of spillways of dams in Burkina Faso, especially when this happens during the rainy season. The NPP government shall embark on a very comprehensive programme to provide structures to protect these regions. Page 21
38. The NPP will substantially increase the domestic budget allocation for Rural Water Development. By 2010 at least 90% of all Ghanaians will have access to clean water supplies, and water borne disease will largely become a thing of the past. Page 22

To encourage technological innovation by Ghanaians, open competitions will be held at regular intervals, at regional levels, aimed at rewarding persons or groups of persons for outstanding interventions, through the application of science and technology, which will provide solutions to clearly defined problems. 46. NPP government will establish a subsidized apprenticeship scheme of a national dimension to enable those who fail to receive university education acquire skills for worthwhile vocations. Page 28
47. The NPP government will seek to alleviate this pressure by rapidly establishing decentralized polytechnics. High quality institutions offering focused courses in built-up areas will be encouraged to facilitate commuting from existing residential facilities.

That said, when it comes to "waste", Mahama tops all of the past leaders. Just last year alone, NDC under Mahama wasted GHC870 million and just ask yourself where did that money go? The funny thing is they are expecting the IMF to come in with $114 million to cushion our economy. Now, if you are a leader or, simply put, a layman, how would you react about this? Wasting GHC870 million then expecting $114million from the IMF with some strings attached. Commonsense is what this clueless leader needs. Mahama is the most useless of all the leaders when it comes to waste and embezzlement.

He never thought of his kids schooling, nor their 3 square meals. Not even about their health was his problem. Before he completed two houses, three of his kids had said good bye to this earth. They died as a result of malnutrition and no medical attention. By the time he stopped his scramble for fame and turned to the kids, he had only one girl left out of his six kids. I think, it is the same way Mahama is going. Before Nkrumah realised that, Ghanaians had no milk and other essentials, he was in Guieaney, where he told Sekou if he had know he would have laid pipes to supply Ghanaians. I have problems with building more schools for graduates to come out without jobs in the market. I think what we need is strong economic foundation that will reflect in the total development of our people, our economy is agricultural based economy but we are not doing much to turn that sector around we are more interested in grammar schools as opposed to Technical and vocational education where we have to concentrate more to turn our economy around. We will continue to live in poverty till we set our priorities right.

The Prez promised to build 200 SHS but to this date only FOUR has been completed and you call that an achievement. Please give us some specifics. What about the economy? Health? Truly in 2007 Ghana struck oil, which Kwesi Pratt's friends in the NDC said was "adwe nwor"- coconut oil. Mahama took over the "coconut" oil economy with a lot of capacity to borrow (Seth Tekper), loot and share through sole-sourced inflated projects. If Mahama and his NDC will inflate the cost of brandinh buses, how much more multimillion dollar projects. The worst cases of Nigeria's corruption were in the period immediately following the oil boom when huge projects were springing up just as in Ghana today.
Kwesi, Ghana deserves better and Atta Mills must be turning in his grave.

Permit me to add salt to the soup, I had in mind that Mahama's government is just loaded with vision that Dr Kwame Nkrumah had in the area of infrastratural develoment, but I could only see that financial limitations had been the stumbling block /obstacle of the Mahama's NDC government when it comes to the genuine desire to develop Ghana.
Anyway with the adage that Rome was not built in a day it is never a possibilty that a government in power of less than 4years could do all in the expected manner, but thanks for all the good hearted ones that are genuine in their assesement of the good effotrs that the Mahama government had demonstrated in the infrastrutural areas of development.

If Mahama goes around the globe borrowing money to pay for loans and using the little left over for the few developments that Kwasi Pratt sees, what is the sense? You do not borrow money to pay loans, by so doing you are pilling on debt and that is why Ghana is owing more then 90 billion dollars in debt. Kuffour left the scene with 9 billion dollars now its is 90 billion and over. That is not good management of the economy and that is what we are talking about. Not the few developments he he has undertaken with the left over loans he has contracted all over the globe. This has resulted in untold hardship to the people of Ghana; and except Kwasi Pratt, who is a hypocrite and the NDC followers who sees Mahama and salutes him, not the rest of us who sees it otherwise. But time will tell and Ghanaians will decide in November, 2016.
