  Dear Minister,in my opinion,you the Government,may start the farm,then sell it to individual or a group of citizens.First,get the land,employ people to cultivate ,and plant the Cocoa trees .You can start something similar for the fishermen.Starting these projects is the most difficult.You may do it on the same principles as the State Housing Corporation.That venture could increase production and maximize foreign earnings.Thanks
