The decentralization of pre-tertiary education is a laudable idea, which will move teaching and learning services closer to the people and improve internal efficiency for better learning outcomes.
I have read the concerns of the CSOs regarding appointments of directors. It is good that they will be appointed on competitive basis.
But, appointment of directors should not only be the center of the debate. As a public finance expert, I would have liked to see fiscal decentralization as part of the debate. How do we fund the decentralized education institutions and shcools? Are we going to use the current centralized financing system? What are the fiscal transfer mechanisms we have to put in place? Are the decentralized administrations going to support the education services delivery with own resources? If yes, how much should the central government transfer to support their own resources? Will there be specific purpose grants from the central government for specific program? etc. etc.
I believe we need to critically look at sustainable financing of the new system that will ensure smooth delivery of educations services to our people.
