Sure taxes are very important but the guarantee to have all to comprimise the budget would not be enough unless you double or triple your cocoa exports or other products for export.

The National Mass Cocoa Farms Spraying Program initiated by the Kuffour government which led to increase in the tonnage of cocoa production is not being given proper attention by the Mahama government hence the rapid decline in cocoa production, which is the strongest foreign revenue base of the economy. Even the export revenue of cashew nuts if promoted by the government could fetch additional foreign revenue as the produce is of high international demand.
Ghana is abound with marketable natural resources but our leaders quest for quick monies from international grants and loans has being our bane.
Their priorities in managing the economy is not yielding results effectively for the citizenry.
Investing in long and medium term exportable agricultural produce alone could create massive job openings for the youth and as well boost the GDP.
The dependence on Taxes alone to generate revenue is not the panacea for our economic woes. It has rather adversely led to corruption among the tax collectors and taxpayers evading massively with the connivance of the corrupt tax officers through under-invoicing and over-invoicing.

That the revenue collecting agencies are inefficient cannot be debated. But the worrying aspect is that they are corrupt and engage in detestable activities. Officers of the Ghana Revenue Authority go about harassing businesses that have fallen on bad times, due to the mess created by the government, to cough up monies to the treasury. The bosses of this Authority turn round to give unsecured loans without interest, to favored corrupt businesses. Huge sums of monies are paid to phantom companies for non existing contracts. Even in these cases, the mandated 5% withholding tax applicable in all government contracts, are not deducted by the Revenue Authority. However, in the case of other unprotected businesses, sanctions are applied where companies have not deducted withholding taxes on small purchases or going works in the company. How wicked and heartless can these Revenue officers be.
A casual observance in the new developing areas of Accra in particular, there are huge mansions, high rise apartment blocks, commercial properties, being built. How much in taxes on their earned profits, have these developers paid into the treasury? Are these developers exempt from paying tax or they belong to the emerging thieving class.
How would the economy not be in a mess, when voodoo accounting methods are in use. The blame must fairly be put where it belongs: The President of the Republic.

Good comment. Corruption has always existed, but, under this rotten Mahama govt, it's reached the point of unmitigated impunity & every institution, it would seem, hasn't been immune.

Vicky, in my opinion, Nkrumah was a great leader. That said, Mr Akpabey is right - Terkper is only focused on donor support, grants & bonds, to the detriment of the potential of Gh & Ghanaians. He's clueless.

Mobilization of domestic revenue is so important to development. The political authorities must redirect their focus and stop relying on foreigners for development. There is the need to plug all the loop holes in the system to ensure all revenues are properly accounted for. If vat registrants are not reporting, they have to be arbitrarily assessed by the GRA, and the onus lies on them to report. Some drastic measures must be put in there to revive domestic funding of the economy, and the minister must take up that challenge, he should not celebrate merely because IMF has approved...so,so,and so!
