Ernest: Thanks for your input. The 40 years will be broken down into 10 four-year plans, the first one of which will start in 2018. Each 4-year plan is in turned reduced into a one-year plan closely aligned with the annual budget. The current medium-term plan ends in 2017 and a new one begins in 2018, with or without a long-term plan. The advantage of a long-term plan is that it provides a strategic context - to anticipate potential challenges and prepare for them accordingly.
Our current population of 27 million will be about 50 million by 2057; the urbanisation rate will be over 90%, up from the current 55%. This has implications for food production, humans settlements, infrastructure, essential services, etc. These are not things you plan for in 4 years; you need a long-term view.
We already have a 20-year spatial development framework to deal with the haphazard "developments" you see around the country. A 30-year infrastructure plan covering nation-wide rail and road networks, human settlements (including the conscious development of the logistics sector) is already in the offing.
We have been operating without a view to the future for too long and we see the consequences. China has a 100 year plan ending in 2049 (read the book, The Hundred Year Marathon), when they expect to have become the largest economy in the world.
Everything the Chinese do around the world today is influenced by the long-term vision. The Turkish garages you see cropping up all over Accra (some of them with subsidies from the Turkish government) are part of the Turkish government's long-term strategy of raising their "profile" globally.
