  Smart banks can create alliances with business owners for their mutual benefits because of the quick turnover of petroleum products. Government must provide for buffer stock to mitigate any impending shortages. Don't wait until there is shortage. Note that bigger companies have more overheads than smaller ones, however large volume purchasers will earn them higher margins.
