    My daughter who is a teacher worked for two years but was paid only three months out of twenty four months and doesn't know when the rest is going to be paid. How can this happened in a country where government can buy 6000 ...

    Check the budget cycle. These doctors were not budgeted for in November last year. Yet the teaching hospitals engaged them.
    If you tell the doctors to wait till there is clearance they will still complain.
