Thence, given assurance that the economy will be receiving a second tranche in excess of $100million as part of an over $900million bail-out spread over three years. . In fact, there is a load of conspiracy theory written all over this so-called statement from him. I only hope he did not voice these above statements as published.

Tell me, DusTY; which country in the world has prospered through IMF and World Bank economic recommendations? None! Not very long ago on the recommendation of the IMF, the PNDC under Rawlings sold all, but one the industries built by President Kwame Nkrumah of blessed memory under its so-called Structural Adjustment Policy. The pretext was; under private ownership these industries would flourish, but where are they now? They have all collapsed.
In Britain, the State owned British Telecom was privatised by Mrs Thatcher's government in early '90s; today, are telephone charges cheaper now than they were before the privatisation - even taking inflation into consideration?
In Britain as well as the US where, gas and electricity are privately owned, charges go up by the day and the poorer consumers feel the pinch as a result. If Ghana adhere to IMF advice and privatise ECG there would be no exception to this plight - poorer consumers will suffer most! And if the ECG sale goes ahead, gas will follow suit. So, DusTY-FooT-PhiloSophER what the Ambassador said is truism! Ghana's economic development hasn't reached the stage where its populace can absorb the potential exorbitant charges from blood thirsty business owners.

i understand it is sometimes hard to go to the negotiating table with IMF and the rich from the West with your hands tied. On the other hand, as indicated in the article, for just 20%of the production by private investors to profit the most tells me that some of these IMF deals are artificially manufactured originating from big lobbyists and sold to either greedy or simply inefficient developing country leaders. These leaders accept these deals to enjoy some kick backs by awarding contracts to their buddies or just maybe they just go for deals because they have no better understanding of how the system works.

Ghanaians must be bold enough not to settle for mediocrity in governance- be it from WE NO GO SIT DOWN. We pay more than ten times everything we receive from abroad, including so called aid. experience". So he goes in and walks up to the man behind the
counter. "I'd like to see the hooker with the three breasts" he
says.
"Are you sure you can afford that... It'll cost you a thousand
dollars" the pimp replies. But, the man is too exited, pull's his
wallet and pays him the money. So, he's taken up three stairs to a
little room in the back of the house and when he opens the room...
there she is. The room is dark but as he comes closer he sees it...
three breasts! And so the man absolutely has the night of his life.
The next day the man walks past that same whorehouse and thinking of
the night before and the time he had, he goes in and pays the pimp

It's easy to try and make some organization the villian or point the finger at someone else for your own shortcomings. I disagree so much with this person's claims. There are many successful examples of competition in the energy sector around the world and private enterprise managing production and distribution of electricity.
Ghanaians forget that the currency last year was at the edge of a cliff. The current government was going with home grown solutions until they realized, at the 11th hour, that the international business community didn't trust anything they said and there would soon be a rush on pulling out a lot of investment in Ghana and the cedi. They changed their tune on one fateful Friday.
It may be true that the independent power producers are obtaining 60% of the revenue... but that is because the government (both ndc and npp) did not pay for electricity. Think of the ministries, schools, all the various barracks, etc. They don't have to pay themselves (i.e. ECG, VRA, etc)...so they don't.
There is so much corruption in the system..so much electricity being given out and no one paying for it. The current model is not working...Ghanaians should be brave enough to look at a different model, especially when someone else is willing to invest over $500 million into a weak system.

Economics can be reduced to its ABCs and 123s. When any policymaker or layperson loses sight of this, economic solutions become less and less obvious.
The basics of economics include buying and selling. Underlying this dynamic are the matters of organisation, production and distribution. Ghana is failing in the first two areas. Why? Because its leaders prefer to be associated with International Usury at the expense of doing the real work of educating the masses about how they fit into the organisation and production dynamic. If a goverment changes its currency by removing 4 zeros; (back-door) devaluation and a few months down the line has inflation of over 20% when handing over power to an in-coming government, is bad ecomic mismanagement. The currency was fast losing value, but it was a matter of time for the reality to dawn on gullible Ghanaians. NPP was however being clever by half by refusing to implement the unsustainable single spine which they proposed until Prez Mills fell into the stupid trap.

If Ghana had half the level of corruption and doubled the level of transparency of government the economy would be in a far stronger state. IMF and USA cannot operate in a vacuum. it's precisely because of the incompetent attitudes, greed and bribes that ECG is on its knees.

First of all is he saying Ghana didn't have any power problems about 10yrs ago? If that was the case why did Wereko Brobbey bring in the Osagyefo Barges.
Is he saying Ghana currently produce 900 megawatts? Is he kidding me? He needs his head checked if he thinks what he is saying is the truth. Fact is Ghana produces an average well over 2200 megawatts.
If 10yrs ago we had a penetration of 56% and had challenges and currently we are 72% plus annual increase projection of 10%, nobody can argue that while we have increased consumption exponentially there hasn't been an equal measure of production to offset the shortfall. With governments inability to provide the needed investment for sector, the sensible thing to do is allow private capital to come in.
My question to Mr Murray is whether he though was a good practice for individuals and institutions to consume electricity without paying for it. If he is given the opportunity to decide, is that what he will recommend to his country?
If our leaders of the two parties can not be blamed for the liberalisation of our power sector, how can you blame the investor who did not spend his money on profligate projects but what will bring profit. Craig we have had enough of your nonsense already.

The notion that it is some neocolonialist rightwing or leftwing bloodsucking institutions ie the IMF and World Bank, that has collapsed Ghana's power sector and thus, all the various sectors of the economy is in my considered opinion, a fanciful digression from the real issues and convenient escape route for failed leadership, failed governance and gross mismanagement in a manner as to be described as modern day contemporary neo-imperialism by elitist, misguided, greedy, selfish Ghanaians who lack the competence, the savviness and the intelligence to advance the development and growth agenda of the country.
In the period between 2000-2008, as we are all aware, with the very deft and prudent management of the resources of the State, and the visionary pursuit of a vigorous development agenda, Ghana saw the addition of the Bui Dam, and a host of other power generation sources, which had it been pursued in a manner as to be intelligent and selfless, the issues confronting Ghana today in terms of the concomitant effects of a collapsed power infrastructure and economy, would not be with us today.
Indeed, during that period of NPP administration, the IMF was chasing the NPP gov't to sign up for loans, and this was even in the absence of our newly found oil and gas resources.
So what could have gone so spectacularly wrong, that within just a period of 6 years of the NDC gov't assuming office, Ghana had to go to the IMF for 1. CREDIBILITY, 2. TECHNICAL EXPERTISE, 3. FINANCIAL BAILOUT?
Those are the issues that we need to confront, dissect and address head-on and not this attempt to blame the collapsed economy and the collapsed power sector, on some dogmatic rightwing neo-liberal conspiracy.
What was the previous NPP gov't doing well, for which reason the IMF was chasing them to sign up for loans but they were reluctant to, and what has the NDC gov't being doing wrong for which the economy and the power sector has completely collapsed?
Those are the germane and critical issues that needs intelligent analysis and makes for great discourse.
For example the power generation and supply sector, put it out there that at the rate of Ghana's development, we would need to add somewhere in the region of about 200MW annually to our generating capacity to sustain our economic growth potential. The financial outlay for this was pegged at within the region of $200million dollars and above. Let's just put the figure adjusted for inflation at say $300million dollars.
In 2012 alone, just within 2months, this Mahama NDC gov't blew close to a whooping Ghc 9billion Ghana cedis to win an election. That amount in dollar terms was over a staggering $4billion dollars. Now do the maths, with that amount, Ghana could have added about 3000MW to our installed generation capacity which would have put our overall total generation capacity at over 6000MW. You don't blow that kind of money in 2 months knowing the critical infrastructural deficits you have especially in the power sector and it's importance to the overall health of the economy and turn around and say, it is the IMF and World bank, that has collapsed the power sector and asking for the privatization of the ECG. That to me is a wonderful and fantastic deviation from commonsense and should not be encouraged.
The Mahama NDC gov't has not delivered on the core, critical indices that ensures the short-, medium-, and long-term sustainable growth and development of the country in a very intelligent and competent manner that engenders economic productivity, rightfully demanded dividends by the citizenry of this country. It has been a spectacular and altogether exceptionally fantastic failure of leadership and governance, and we need to deal with it head-on, as a country. It is a dead-end with such failed leadership and governance.
Just recently, to cite another example, there was very disturbing news report in the media about Ghana's cocoa industry and the fact that, Ghana's production targets have been dwindling consistently on the back of a number of measures which puts yields at a disadvantage such as, the unavailability of fertilizer inputs to our cocoa farmers to ensure adequate production levels and also, pricing differentials that leads to smuggling of the produce to our immediate neighbours. Ghanaians just woke up to read in the dailies that, fertilizers were being distributed in Talensi, a constituency in the Upper East Region which would be holding a bye-election on the 7th of July. Ghana's cocoa is deemed to be premium cocoa which brings in top foreign exchange. Now a gov't cannot engage in such recklessness, take the inputs that cocoa farmers need to boost production and employ it for such political purposes, knowing it's dire economic crises and the fact that it badly needs foreign exchange to stabilize the depreciating currency, generate economic stability and encourage business growth and investment which would trigger beneficial advantages in meeting infrastructure deficits such as power generation, and let us believe it is some rightwing neo-liberal bloodsucking institutions. I don't buy that kind of rhetoric. You cannot cut your nose to spite your face and blame some external factors for your unintelligent and modern day imperialist leadership tendencies. That I would not accept.
The Mahama-led NDC gov't has failed to put it's money where it's mouth is, that is, in the development of this country. They have failed woefully and they must go.

And for the following reasons: 1) they don't understand the motives of the IMF (International Mother Fuckers) 2) They lack the sophistication to fight -- as the Greeks are now doing -- against the IMF dictated measures; 3) their hubris does not allow them to admit their lack of sophistication and then to correct it, hire more competent (western lawyers) to fight for them. 4) They get kickbacks (crumbs, bones and sops thrown under the table to them) from the Western investors who benefit from these IMF induced measures, so they don't care,and they use those sops to buy private solutions (generators) to the big public problem (dumsor); 4) they play on our insignificant divisions/differences (ethnic, religious) to smoke-screen their nefarious economic dealings and keep fighting among ourselves instead of forming a unified front against them; 5) we have weak institutions and no genuine activist culture to marshal resistance and stand up to both the politicians and their western patrons.

In other words, the government has borrowed billions and blown BiLLIONS (just look at the so called election budget) on items that have enriched individuals and contacts whilst undermining the economic stability of Ghana. This has undermined every part of Ghana's economic development.
But of course not looking at this in greater detail and people focusing on the IMF seems easier doesn't it. NDC has blown Ghana's income and maxed out its credit card with nothing subststantial to show but yet people want to focus solely on IMF. Was it the IMF who told government to overpay for energy barges from Turkey.
If I was a government minister I would hope that people would swallow this IMF line as the sole reason for Ghana's energy crisis.....,we never learn in Ghana and that's why Ghanaians have the government it deserves

Craig Murray was very diplomatic in his comment for not apportioning blame to any of the main political parties because both parties have been complicit in the pillaging of our resources by IMF and World Bank. The NPP under Kufuor through HIPC gave away Ashanti Goldfields Ltd. in 2003 to Anglogold, then Ghana Telecom and Ghana Airways just to mention a few. The least said about the atrocities of NDC in collaboration with IMF and World Bank, the better. While these two parties snap at each other in political circus, The IMF and World Bank are picking up the spoils. This is the nature of the black man.

Production exceeds this level by far. And he says the IPPs are taking all our revenue. Is he not the Executive Chairman of Atholl Energy, one of the IPPs?
