    You don't have to wait until a country starts it before we do. This is the problem we have and if parents are too poor to take care of this, I think it's in the right direction to do it.

    All it takes for this headmaster to do is to call parents meeting to discuss and address the problem, that is if it is a problem at all. The headmaster lacks imagination. He wants to be told to do that.
