It is true that most people take advantage of such international events as world cups to travel abroad. There is no way such processes could succeed without the involvement of some people from the sports ministry. If the minister of the ministry should claim that he is not aware of such happenings, then it would mean that the minister is not on top of his duties. But it would be a lie if the minister should claim innocence of such happenings.
I bet there are people who will be ready to testify they paid heavily for their visas! Let them come out and tell the world.
My own junior brother took advantage of the 2010 world cup in South Africa, but after four years, my other brother had to send him money from Ghana for his return ticket.
