Minister of Environment, Mahama Ayariga has said all Ghanaians including the political class must honestly accept responsibility for the devastating floods which hit Accra on Wednesday.
“We have to be honest and frank at this stage. At this time, I will say that all of us have not done what we should have done to get things to work… so I will say that all of us have failed,” he said on Citi FM’s The Big Issue.
Government and city authorities have been blamed for the floods which killed over 150 individuals and caused major destruction to the city.
Households and businesses have since been working to get their lives back on track.
The Environment Minister was of the view that blaming politicians for the tragedy is unfair.
Although he admitted that the onus lies on the leaders of the nation to take drastic measures to plan and protect the city, public behaviour also largely contributed to the problem.
He explained saying, “when I listen to people blame each other, I think that all of them are right. The political establishment hasn’t done what we ought to have done, the local government authorities who are also part of the political establishment haven’t done what they had to do and the law enforcement agencies honestly have also failed us.”
“Equally important is the land owners themselves also haven’t done what they ought to do and indeed, ordinary people who have had to take decisions, where to site a building, etc may not have been diligent as they ought to be or they have been too desperate about where to site and have a decent place to live that they have been driven to do the wrong things…”
Planners to meet on Monday
Mahama Ayariga disclosed that government will meet all relevant stakeholders on Monday to look at the strategic plans that were developed for the Greater Accra Metropolitan area as far back as 1991.
He said some of the plans which were developed more than a decade ago to outline all the drainage issues area have not been implemented.
I have actually requested a meeting on Monday afternoon with all the other sector Ministries and agencies and our development partners because if you look at the plan, almost everybody has a role to play to make the plan work. It’s not just the city authorities.
The Minister was optimistic that the meeting will help authorities have first hand information on how to address the perennial flooding in the city.
The stakeholders include officials from the Town and Country Planning, the Environmental Protection Agency (EPA), the planning officers at the ACCAR Metropolitan Assembly (AMA) and the Town and Country Planning Department under the Ministry of Environment.
Ayariga disclosed that after an initial meeting with these officers, they said the nation’s capital suffers during every rainy season due to poor planning.
A somber looking Ayariga acknowledged that government and other public officers “have failed to implement plans, we have failed to update existing plans, we have failed to manage activities properly in our cities and so when you fail in this regard, these are some of the consequences that will be visited on us.”

Former President John Agyekum Kufuor says the recurring flooding situation in Accra and other parts of the country, is to be blamed on the failure of successive administrations to sustain projects when governments change hands.
The former president says this canker is not only to be blame for the recurring floods but has also stagnated the growth of the country in many other areas.
Speaking at the launch of a support fund by TV3 to raise GH¢10 million, to support victims of the recent flooding and fire disaster that has killed nearly 200 people, injured others and rendered many homeless, the former President said this must be a wake-up call for the country to ensure a sustained development agenda.
“Let me begin by declaring my solidarity with all the bereaved in this national strategy. It is indeed a sad reflection on the state of maintenance and the general lack of continuity in our development process as a nation that has brought us to where we are. Perhaps, this is the worst tragedy that this nation has experienced in recent times. Whiles the tragic loss of lives in last week's rain could be unprecedented, the cause that led to it are not new. Flooding has been with us for a very long time indeed; in fact stretching to before independence. Whiles various governments have done their bits to resolve the problem, the events of last week, clearly and shamefully exposed the nation as not having done enough to achieve a sustainable solution.
"And I am not talking politics here; but let me recall that during the second republic of Professor Kofi Busia, an elaborate drainage system was initiated in Bukom in the central part of Accra. The objective was for it to have been exponentially expanded to cover the entire growing national metropolis of Accra. Unfortunately and sadly, immediately he was removed from power, the project was discontinued. We were also all witnesses to the various attempts at clean-up and dredging of choked drains during the Rawlings era. In my time, one of the major storm drain projects was constructed through Alajo and its surrounding areas.
"The current government has also been contributing to the efforts with the regular pulling down of structures on waterways to make way for the free flow of water in order to stop flooding as has happened. But fellow mourners, whiles the various governments have acted with the interest of the people in mind, what is lacking is a sustained and coordinated effort at development not only in flood management but in all other facets of our nation growth".
The former President says this may not be the last of such tragic incidents if the approach to addressing such issues remains unchanged since climate change has affected the weather patterns.
"The current disaster must be the turning point. As tragic as it may be, worst could befall us if we do not begin to put our house in order as a nation".
Mr. Kufuor appealed to Ghanaians to contribute generously to the TV3 June 3 Disaster Support Fund to assist victims of the disaster.
"I want to thank TV3 for inviting me to be part of this launch and I join the initiators of this solemn event in urging all citizens of Ghana to join hands in this effort of national healing This we can do by donating cash and by offering expertise and other resources.
"To the families who lost their loved ones, I pray that they strengthen their faith in God and be consoled. I also want all of us to know that God's ways are not our ways. Let me add my voice in appealing for funds and also to say that contributors must appreciate that their contributions are being done as a national duty and also as a humanitarian duty. We must learn to be each others' keeper."

"Private legal practitioner, Samson Lardy Anyenini late last year brought a suit on behalf of the leaders and against the Chieftaincy Minister whom they alleged had supported one Osofo to mistreat them using national security.
The Osofo was named in the suit as claiming right to the symbolic stool and skin created by the national house of chiefs to reintegrate disaporians.

What the leaders know is sitting in air condition offices..driving big cars n building big houses at the expense of the poor....very selfish leaders we have...all they do is care about their stomach n not the plight of the ordinary Ghanaian citizens...
We have all this state agencies mandated by law to enforce laws so how come a lot of filling stations are all over without the right permit..I think it is high time those inefficient leaders are rolled out to bring effective people to work....I think all who left their work undone must be dealt with the law...
eg....We ve rent control in this country to make sure rent laws work..they always say landlords or landladies must not give rent advance more than 6months but what do we see....now every rent is 2yrs advance...what a country......
we talked about people pricing their products in cedis but what do we see....plnty companies in Ghana still sell in dollars n evn a whole govt university paying MBA in dollars.....something is really wrong with us blacks

Governmental agencies whose main function is to enforce specific regulations have abused their responsibilities.For example the department whose function is to approve or disapprove permits to build along this river awarded permits to build instead of the contrary. Taking bribes which will eventually and knowingly cause damage as we just saw.These are the types of abuses which in the long run affect all us (Ghanaians abroad or local). I know there are some good people in Ghana who can voice out but they prefer to keep quiet out of apathy or selfishness. I congratulate ex president Rawlings for speaking out. He has a choice to be quiet but out of love for his country, he is vocal. We have a systematic failure!!!We have to find corrective/preventive action as fast as possible for the good of our motherland Ghana.

Why comment about the dead goat if not for politics and why we didn't hear anything from them regarding the acid bombing by the elephants against their own regional chairman. Most of the big buses plying Accra-Kumasi, Accra-Takoradi, and Accra-Aflao are for MPs. Ghana is now rotten to the bones. Governance is not about talk - talk, it's about action - action. But here we are, in Ghana, every government official will just jump and talk , talk and talk as if he teaching literature in school. At the end of it all, there will be no gist in what he/she said.

We brought full electric coverage for Ghana at the time (1966) with the inauguration of the Akosombo dam. Our Seven Year Development Plan also envisaged the building of 2 more dams plus developing solar energy. Work had already started at the Kpong Dam when CPP was unconstitutionally overthrown by foreign-sponsored traitors, the same ones who had been carrying out a campaign of terrorism and assassination attempts.
We built Tema as an example of a planned town. We had plans to completely modernize Accra and all other cities. We had been building estate houses in major cities. We had started a prefabricated house factory in Accra when the 1966 coup was executed to stop all development! Factories and state farms to provide work. Schools and hospitals, education for all...the list goes on.
It is criminal for the NDC minister to now admit his party and government is a failure. There was no institutional failure when it came to their salaries, perks and self-enacted pay raises!!!
Ghana must get rid of governance by NDC and NPP and all their allied political groups once and for all. We don't have the luxury of time before total collapse. Failure is not an option!

The truth hurt, but if we do not admit and change and do the right thing we will be swimming in this same problems. These institutions collect bribes and approve inappropriate activities. If you do not bribe them, your work will nerve get done. Every office you go to they want you to give something. For example, banks, Airports, high schools, universities, hospitals, the police, tax collectors, town planning this is just a few. How can we develop with all this behaviour. If you do not pay they will frustrate you till you give what they want.some people do nice and good work, but they are few.

They promised Better Ghana Agenda and Yebe dee kerker, the combination of the two is what has failed the nation and no one else. This is not the time to pass the buck, it is unacceptable. President Mahamah and his cohorts have borrowed close to ninety billion cedis since they surreptitiously got their hands on the levers of power. If state institutions of this country have been given a quarter of this gargantuan money to push their plans and programmes, we would not have come to this. Ayariga did not correctly account to Parliament recently, when he undertook just one assignment outside of the country.
Did any state institution go with him? Who has bought a first division football team only months ago. Is he a Director of any State Institution? Why should Ayariga and his government blame innocent civil and public servants, when it is on record, the Ndc ministers lord it over them rather than listen to their good counsel? When dishonorable men confess in the open, it tells you that the game is up. Ghanaians, be wise and get this monkey of politicians off your back.

The failure includes government as well. Ayariga cannot blame only the institutions because they are part of the institutions because every institution is supposed to come under a minstry.
It is the private sector which is holding this country intact but government and the public sector have done virtually nothing except corruption; misusing state resource for their selfish gains.
