The relatives of the dead and injured should sue GOIL and not accept any meager compensation from GOIL and government. Were there suppose to be periodic inspections by say the fire Marshall also? If so then also sue government on top of it. That is how you keep folks/organizations honest, when you hit them in their pocket books. If Woyome can get 50 million for no work done than the relatives can also rake in millions. Get some good lawyers to go after the institutions who failed and caused injury, death and property damage.

The management of GOIL should be prosecuted for negligence and breach of health and safety. This should be in addition to civil claims by families and businesses that were affected by the fire.

Bad house keeping practice and ignorance is killing us, coupled with lack of preventive maintenance, in this particular case the filling station attendants know nothing about density of fluids, the flood water got it way into the storage tanks and displaced the fuel as per difference in density. An accident occurred at the lorry station on top of a hill near the old Ho Central market and petrol flowed freely through a gutter until it came in contact with naked fire from a fried yam seller. The rest is History. Over 50 deaths and so many vehicles burnt. This was repeated in the 1989 in Accra when an accident on the ring road near Harry Zakour Restaurant sent petrol moving over the water upstream in the gutters until it reached Nima Police Station burning everything along the way. These fuel attendants are so careless, all they care about is manipulating the fuel dispensing machines to cheat customers. A chain is as strong as its weakest link. No matter safety measures are put in place, if Management of Companies still rely on cheap unskilled labour, the country pays a heavy price. Profit making should not be the only motivation by Companies and individuals.

I used to wonder why we have to be forced to have these freaks pumping our gas for us, but you know what, there is a catch here. The average Ghanaians is so stupidly ignorant, they would do the unspeakable if it is allowed. We just not civilized and intelligent enough to engage in so many privileges and technological advances white people have exposed us to. Even common driving down a street, highway or neighborhood road everybody wants to create their own lane. There is no courtesy in driving, these animals intimidate you even when you have the right of way, by sticking their vehicle out in the roadway, or flashing their headlights in demand for you to stop and give way. I do not YIELD! Seriously people, majority of our fellow citizens are sub-human!!!
Those freaking village kids caused the accident. Often times when you walk into the station, they sitting around focusing on some ignorant Twi TV show, and they stare at you like you making them miss their stupid ignorant TWI yapping show. Disgusting creatures. Yes I said stupid ignorant Twi language shows!!! The truth will hurt you till you die. Accra is in a mess because of all these mass migration from the hinterlands (mostly Akan speaking peasants).

When petrol comes into contact with extremely hot objects it explodes. The hot object need not be a naked fire. In fact the flood alone removes the possibility of a naked fire. The answer could be that some of the vehicles trapped either still had their engines running, in that case the petrol passing on top of a hot engine or exhaust pipe can ignite the explosion. Or a petrol tanker in the area whose engine was still on or had just been switched off, the exhaust pipe would still be hot, if petrol touches it, there would be an explosion. This happened in 2008 in a village near Techiman. a petrol tanker was involved in an accident on a section of the road that was under construction. It overturned, and all the petrol flooded the gutter below it. The villagers came out in their numbers with containers, buckets, jerry cans, drums and cooking utensils and had a field day helping themselves to the huge quantity of petrol in running in the gutter. There was no naked fire, but petrol from the overturned tanker passed over the hot exhaust pipe and exploded. For over 30 minutes everything was reduced into ashes, the petrol followed the trail into the bush where a drum had been placed. Over 40 passed and many maimed till this day., President Kuffour Kuffour like Presient Mahama yesterday had a hard time controlling his tears. What lessons do we draw from these two accidents. Maximum precautions should be taken during rainstorms. Infact all petrol and gas stations should be condoned off with perimeter fencing. No selling around, especially food on fire such as frying of fish and, yam , plantain. all commercial activity such as restaurants, super markets and some times churches operate on top of filling stations. Go to Madina infront of University of Professional Studies and see the mess on Sundays. All the stations found to be right in the middle of residential areas should be relocated. Desperate situations need desperate measures. No lobby groups should be allowed to stand in the way of this type of exercise. Ghana has suffered too much from these so called civil society pressure groups. No mercy for the cripple , no mercy for the alanta.

Fuel attendants shouldn't be the ones responsible for the valves. It is the management's responsibility for all safety precautions. Gasoline is very volatile and flammable, so the drivers who dispense the fuel and the station managers are tasked to ensure that the underground fuel tanks are properly sealed. So if the explosion didn't happen, are we to assume that the station would have sold the petrol mixed with water?

this shows that the Ghanaian is capable of finding solutions to problems. All petrol stations must be revisited to check leaking valves and more sensible people must be put in charge of these valves and not cheap labourers.

The difference between the British and French colonialism can explain the flooding and subsequent fire at Circle that claimed about 200 lives. Why? This is the reason. Ghana and Nigeria are typically the best examples of Anglophone countries who inherited "conservative" attitudes from our colonial masters. No revolutionary methods are accepted. Any strict enforcement of laws are frawned upon, the individual's rights supercedes state power. Police are toothless infront of lawbreakers and fearful lawyers. In These freak accidents are a regular happening in these two countries. People can build where they want, they can sell where they want, they can cut down trees indiscriminately, they hunt down all species of animals without caring a hoot. Take the Francophone countries like Togo and Burkina Faso. There the French colonization have instilled discipline and the fear of the law. You cannot even park your vehicle anywhere. You cannot kill any protected animal out of season. In Togo, animals roam about freely, cross the border from Paga on the way to Burkina, and you would see families of elephants crossing the main road. Ghana and Nigeria sorry to say were "wrongly" colonized by the British. They could not instill their way of 'uncoerced' respect for the law into us. Do we need a change of laws? Yes. We need to empower the law enforcement agencies. Nigeria engaged in a demolition exercise in Abuja the capital about ten years ago. Not even the property of the then Governor was spared. Those who make peaceful change impossible, also make violent revolutions inevitable. Our indiscipline and corruption has taken a life too many.

DEAR H.E.FORMER PRESIDENT OF GHANA FLT.LT.JERRY JOHN RAWLINGS AND THE READING PUBLIC OF GHANAWEB.COM,
THIS IS TO RESPECTFULLY COMMENT ON THE ABOVE RELATED PUBLICATION ON THE GHANAWEB.COM CAPTIONED: "PURSUIT FOR MONEY HAS LED TO STATE OF MINDLESSNESS" BY H.E.FORMER PRESIDENT OF GHANA FLT.LT.JERRY JOHN RAWLINGS ON THURSDAY, JUNE 4, 2015 AND TO HUMBLY SUBMIT THAT AS I SHARE MY THOUGHTS AND PRAYERS WITH THE VICTIMS, FAMILIES AND GOVERNMENT OF GHANA OF THE ACCRA FLOODS AND THE CIRCLE GOIL FIRE DISASTERS THAT OCCURRED ON WEDNESDAY, JUNE 3, 2015 THAT SIGHT SHOULD ALSO NOT BE LOST THAT THE TWO (2) INCIDENTS AND DISASTERS ARE/WERE CLEARLY TWO (2) DIFFERENT DISASTERS WHICH CAUSES MAY OR MIGHT BE DIFFERENT AND THEREFORE TO BE SEEN STRATEGICALLY TO BE APPROACHED AS SEPARATE AND DISTINCT INCIDENTS AND UNFORTUNATE EVENTS.
THAT THE BEST PRACTICES OF ENVIRONMENTAL RELATED APPROACH TO BE SEEN TO BE ADOPTED TO SOLVE THE PROBLEMS.
THAT ANY HASTY RELATED UNDER THE INSTINCTS OF THE EVENTS APPROACH RELATED SOLUTIONS IF NOT WELL-THOUGHT WITH IN-DEPTH BALANCED BEST APPROACH TO BE ADOPTED TO SOLVE THE PROBLEMS WILL RATHER BE COUNTER-PRODUCTIVE WITH OTHER CONSEQUENCES OF SPILL OVER EFFECTS THAT WILL CREATE OTHER SOCIAL AND ECONOMIC RELATED PROBLEMS.
THAT THE YEAR 2000 WHEN I WAS PURSUING THE MASTER OF LAWS (LLM) PROGRAM AT THE PACE UNIVERSITY SCHOOL OF LAW, WHITE PLAINS, NEW YORK IN THE UNITED STATES OF AMERICA THAT ONE OF THE PAPERS I DULY PRESENTED AT THE LAW SCHOOL WAS ON THE TOPIC: "ENVIRONMENTAL PROTECTION AND ENVIRONMENTAL A FICTION OR REALITY" THAT THE RESEARCH FINDINGS AND CONCLUSIONS WERE THAT "ENVIRONMENTAL ISSUES AND CONCERNS CUT ACROSS A SPECIFIC COUNTRY BORDER SPECIFIC ISSUES AND CONCERNS AND ARE RATHER CROSS-BOUNDARIES ISSUES AND CONCERNS THEREFORE ARE SEEN AS INTERNATIONAL AND GLOBAL ISSUES AND CONCERNS TO HELP TOGETHER TO ADDRESS THEM, THERETO.
THAT THE CLEAR EXAMPLES OF CLIMATE CHANGE ISSUES AND CONCERNS, THE EBOLA EPIDEMICS SYNDROME, THE HIV/AIDS SYNDROME, TERRORISM,DISASTERS, POVERTY AND ALL OTHERS ARE SEEN AS INTERNATIONAL INTERNATIONAL AND GLOBAL RELATED ISSUES AND CONCERNS".
THEREFORE, REASONABLE DUE DILIGENCE PRO-ACTIVE STRATEGIC APPROACH SOLUTIONS TO BE ADOPTED RATHER THAN AD HOC MEASURES AND SOLUTIONS BASE UPON INSTINCTS, AND OTHER RELATED CONSIDERATIONS, THERETO.
THAT IT IS A FACTUAL TRUTH THAT "GENUINE PURSUITS OF MONEY THROUGH HARD WORK, PERSEVERANCE, DEDICATION AND COMMITMENT TO BE DISTINCT FROM FRAUD AND OTHER CRIMINAL RELATED ACTS THAT THE JUNE 4,1979 STOOD AGAINST".
THAT IT IS TIME FOR GHANA AND GOVERNMENT OF GHANA TO HONOUR HARD WORK AND ALSO TO ESCHEW COVETOUSNESS, ENVY, JEALOUSY AND TO FIGHT IDENTITY THEFT/IMPERSONATION AND FRAUD".
THAT GHANA TO ENCOURAGE THE CULTURE AND NOBLE SPIRIT OF INNOVATIONS AND INITIATIVE DRIVES TO HELP GHANA IN HER SOCIO-FINANCIAL-DEVELOPMENTAL ENGINEERING QUESTS AND DRIVES, THERETO.
THAT AT THE TIME THE DEFUNCT SOVIET UNION WENT TO THE MOON THAT THE LATE PRESIDENT JOHN F.KENNEDY CHALLENGED THE AMERICAN PEOPLE TO ALSO CONQUER SPACE AND THE AMERICAN PEOPLE WENT TO SPACE (MOON) AND THEY WERE ACCORDED HONOUR".
THAT DURING THE ECONOMIC RECESSIONS THAT H.E.DR.MR.PRESIDENT BARACK OBAMA CHALLENGED THE AMERICAN PRIVATE COMPANIES AND OTHERS ON THE BRINK OF DECLARING BANKRUPTCY INCLUDING THE GENERAL MOTORS AND ADOPTED THE FINANCIAL SECTOR REFORMS POLICY AND WALL STREET REFORMS POLICY STARTED BY H.E.MR.FORMER PRESIDENT GEORGE W.BUSH ADMINISTRATION AND TODAY THE AMERICAN SUCCESS REFORMS STORY ARE REALITY OF GOOD SUCCESS, JUST TO CITE ONLY THESE FEW EXAMPLES WHERE THE GENERAL MOTORS (GM) COMPANY INSTEAD OF DECLARING BANKRUPTCY AND TO ISSUE "PINK CHECKS" TO REDUNDANT WORKERS RATHER PAID BONUSES TO THE WORKERS WHEN THE GENERAL MOTORS BAILOUTS POLICY SUCCEEDED AND THE COMPANY MADE $7 BILLION SURPLUS, THERETO.
IT IS IN THE LIGHT OF ABOVE THAT THE FRAMERS OF GHANA 1992 CONSTITUTION PROVIDES UNDER THE PREAMBLE, AMONGST OTHERS, THAT "---THE PEOPLE OF GHANA SHALL LIVE IN PEACE AND TO MAKE FRIENDS OF ALL PEOPLE OF THE WORLD---"
IT THEREFORE BEHOOVES ON BOTH GOVERNMENT AND PEOPLE OF GHANA TO LIVE UP TO THE TENETS OF GHANA 1992 CONSTITUTION, THE INTERNATIONAL LAW IN THE CONTEXT OF THE UNITED NATIONS CHARTER AND ALL OTHER TREATIES DULY SIGNED BY GHANA.
RESPECTFULLY SUBMITTED.
