I think we need to improve our drainage systems in Accra. First and foremost is to use large pipes and cover the gutters. Open gutters and small pipe are attributable to flooding.

If the water has no place to go, it ends up in your living room.
Abandon the piecemeal approach and come up with a well planned underground drainage system. That is what Ghanaians need.

When the Accra Major started this exercise some time last year and even this year, he was insulted and some made political capital out of it. Even after taking a world Bank loan to do the Korle Lagoo, the Sodom and Gomorrah residents are refusing to move. What kind of people are we? Everything is reduced to votes. One filling station in Malam area is sitting in the middle of a water way, yet it cannot be pulled down. Go to Madina and see, a filling station is right in the middle of houses near the road leading to the Pentecost Hospital. It was constructed just last year at jet speed. We are waiting for disasters like these to happen. On the Goil filling Station incident, it is fair to say that some of these were quite isolated at the time of construction and got swallowed up by houses later. There is an excuse there. But once this happens, the filling stations must be shut down. The owners over so many years have recovered their investment hundred fold. They have become "danger zones" in the middle of cities.

The other will be wanton building of kioks, and squatter slums on waterways. Also compensation but of a lower category.
Where there will not be any form of compensation available pulling down of houses is done. The government will be doomed forever. If it will mean taking loans to execute such a project it should be applied for even under international relief fund request and done comprehensively.
But let me also stress that flooding can occur under any more than required inches of rain per square foot falls for a prolonged periods. Even a well planned city with heavy deluge in far away southern hemisphere specifically in the oldest OTAGO University town of Dunedin in New Zealand had a deluge the same time as it is happening in Accra and the whole beautiful town mirrors exactly what is seen in Accra at the same time and date. Check it out to confirm.
The only difference is there was no gas station explosion and lost of over 200 lives. The word to a wise to the mayor and may be JJ Rawlings is; he may be right but caution dealing with people's livelihoods. It should be comprehensive.
In the colonial times you could not come to Accra if you had no place to live, and you could not even do business or hawk if you did not pay a daily tax. It was a measure to curb urbanization, over crowding and slums but these days everyone comes to Accra and sleep at gas stations.
