the problem being faced by NHIS goes beyond corruption and mismanagement. the issue is that NHIS implementation has reached a point where income is woefully inadequate to meet high expenditure patterns; implying that NHIF mobilisations are far below income.
this is not directly as a result of mismanagement. claim re-imbursement constitutes about 96% of expenditure and that is where the problem is coning from so even if gov't will pay all NHIF mobisations to the authority today, it cannot settle the 8 months debt to healthcare providers. so its not like somebody is chopping money as you seem to be instigating. your suggestion of reducing the old age from 70yrs to 60yrs will even worsen the situation.

suggested solution for consideration;
1.NHIS must be de-politised; the politicians are preventing management from implementing radical policies to salvage the situation. such policies that can save the situation are;

2. increase of premium from ghc 10.00 to a minimum of ghc 200.00

3. downward adjustment of the benefit package to about 50% of the current list
4.legalisation of co-payment
5. the need for additional sources of funding; 5% of DVLA mobilisation, increase 2.5% VAT component to 3.5%
